Mexico Town Board Minutes of the Regular Meeting

Held April 8, 2019 at the Town Hall Commencing at 7:30 P.M.

Present:  Eric Behling, Councilor Larry Barber, Councilor Russell Partrick, Councilor Judy Greenway, Councilor Elizabeth Dishaw, Town Clerk Rebekah Prosachik, Town Attorney Russell Marsden Jr, Highway Superintendent Diane Chepko-Sade, Mexico Point Park Manager Carrie Bond, Mexico Point Park Caretaker Ronald Marsden, Zoning Officer Jack Spriggs, Animal Control And 5 in the audience Absent: David Anderson, Supervisor Terry Grimshaw, Water Commissioner  Richard Diehl, Parks Manager

Deputy Supervisor Behling opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.  

            Resolution 2019-30 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the minutes from the March 11, 2019 town board meeting.

Public Comment and Concerns:  Changing Assessors.

Reports:

Town Clerk/ Tax Collector- A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the town clerk/tax collector report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the dog control report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Zoning Officer / Building Inspector– A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Barber asked what the kennel violation was.  Marsden said 4 or more dogs required a kennel permit.  Barber asked how long a junk vehicle can be on a property.  Marsden said 30 days.

The bids to install lights at McAuslan Hall were opened as follows:

Scriba Electric $2,860.00 Rombough Electric  $6,696.00

             Resolution 2019- 31 Bids to Install Lighting at McAuslan Hall

A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the lowest reasonable bid from Scriba Electric not to exceed $2,860.

Highway Superintendent – A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Community Park – none

Mexico Point Park –Chepko-Sade said a $5,000 grant was received to remake the stained glass windows.  Designs must be submitted by June 1st.   The cottage will be open so people can look at the existing windows.  Cleanup is April 20th.   The water is turned on but the bathhouse is not opened.  Barber said when the architect returns the roof will be looked at.  Partrick said the bathhouse needs new locks and extra keys.   A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Water Commissioner – none

Supervisor A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the supervisor’s report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Resolution 2019- 32 March Payroll

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the March payroll.

Planning Board – Planning Board Chairperson Nancy Weber spoke about a meeting held on April 4, 2019 promoting economic development in towns and villages.  An informative meeting is planned for the week of April 22, 2019.  Once the date has been secured more information about time and location will be released to the public.

Water Update – Once the Department of Health approves the water project the bids can go out.

A motion was made by Councilor Partrick and seconded by Councilor Greenway to table the increase in rates for WD # 1, 2 and 3 and to change the rates in the WD#5 IMA until the May meeting.  The motion was adopted by a vote of 4 ayes, Behling, Greenway, Barber, Partrick and 0 nays.

Resolution 2019-33 Water Commissioner Salary

A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the fee for water commissioner as $10,500.00.  The O&M fees for WD #1, 2and 3 will be reduced by $10,500 total to compensate for the salary.

Resolution 2019-34 Deputy Clerk to the Supervisor Appointment

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board appoints Marcia DeLong as Deputy Clerk to the Supervisor at an hourly salary of $15.00.  This is an as needed position.

The Quarterly Report is for informational purposes.

Resolution 2019-35 BAN for Gradall

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves to BAN for the Gradall in the amount of $57,800 plus interest due April 27, 2019 and to BAN for the balance.

             Resolution 2019-36 Authorize Recyclable Cleanup

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board schedules May as cleanup month for recyclables to be held at the highway garage. 

Resolution 2019-37 Cornell Road School Attendances and Post Roads

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the highway superintendent’s attendance to Cornell Road School and to authorize the highway superintendent to post roads closed to any vehicle with a gross load in excess of five (5) tons per axle.

Resolution 2019- 38 Amend Resolution 31Award Bid to Install Lighting at McAuslan Hall            

A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays

Resolved the Mexico Town Board amends the resolution to award the bid from Scriba Electric contingent upon the lights being included in the bid.

The bids for cutting tree at Mexico Point Park were opened at follows:

Midstate Lawn & Tree Service           $4,125 Mannise Tree Service             $6,900

Barber asked Marsden if the highway employees could take down the trees.  Marsden said no, his employees were too busy.

             Resolution 2019-39 Award Bid for Cutting Trees

A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board awards the bid for cutting the trees at Mexico Point Park to Midstate Lawn and Tree Service as the lowest reasonable bid in the amount of $4,125.00

There was no action taken on building a road at Mexico Point Park from the parking lot to the beach or the waterline replacement.

             Resolution 2019-29 Audit of Claims 

A motion was made by Councilor Greenway and seconded by Council Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Resolved that the bills for Abstract 4 have been reviewed by the Town Board and are authorized for payment in the following amounts:

A motion was made by Councilor Greenway and seconded by Councilor Partrick at 8:52 to adjourn.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.
