Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.
Resolution 2018-111 Approval of Minutes A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. Resolved the Mexico Town Board approves the minutes from the November 12, 2018 town board meeting.

Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the dog control report as presented. The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Zoning Officer / Building Inspector – A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Resolution 2018- 112 November Payroll A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick, and 0 nays. Resolved the Mexico Town Board approves the November payroll.
Water Update –Bids should be ready to go out in January for Water Service Area #5. It is time to start looking into a one year callable BAN for WSA# 5. The letter to Oswego County is in support of acquiring a grant is for informational purposes only.
Resolution 2018-113 ASCAP License A motion was made by Councilor Partrick and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling Greenway, Partrick and 1 nays Barber. Resolved the Mexico Town Board approves the ASCAP license in the amount of $348 per year.
There was no action on the school proclamation. The Tax Cap information is for informational purposes only. Allison Nelson was elected family court judge and will no longer be operating the Nelson Law Firm. Parking Lot Discussion – The Town and Village of Mexico would like to lease the prior Kwik Fill location for a parking lot as a joint venture. The subject was discussed at the village board meeting and was tabled until research was done. This would be on a one-year trial basis. There were several issues to take into consideration ie: lighting, plowing snow in winter, setbacks, maintenance, taxes and parking for tenants.
Resolution 2018-114 Public Parking Lot A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Behling, Greenway, Barber, Partrick and 0 nays Resolved the Mexico Town Board authorizes the attorney to get the state highway setbacks for the property on the corner of Church Street and Main Street.
Resolution 2018-115 McAuslan Hall Lighting A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Behling, Barber, Greenway, Partrick, and 0 Nays. Resolved the Mexico Town Board authorizes the building inspector to acquire motion detector lighting for the McAuslan Hall.
Resolution 2018-116 Year-end Meeting A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. Resolved the Mexico Town Board schedules the year end meeting for December 27, 2018 at 7:00 PM at 64 South Jefferson Street, Mexico, NY 13114.
Resolution 2018-117 Inter-municipal Agreement A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Behling, Greenway, Barber, Partrick and 0 Nays. Resolved the Mexico Town Board approves the Inter-municipal Agreement between the Town of New Haven and the Town of Mexico for shared building inspector services.
Resolution 2018-118 Advertise ZBA Vacancy A motion was made by Councilor Partrick and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Behling, Greenway, Barber, Partrick and 0 Nays. Resolved the Mexico Town Board authorizes Liz Dishaw, Town Clerk to advertise for the position of Zoning Board of Appeals Board Member. The mandatory 4-hour training was attended by all the ZBA and Planning Board members except Marcia DeLong and Roger Sprague.
Resolution 2018-119 Inter-municipal Agreement for Water A motion made by Councilor Partrick and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. Resolved the Mexico Town Board approve the revised edition of the Water Service Inter-municipal Agreement between New Haven, Village of Mexico and Town of Mexico. Behling will chair the year-end meeting.
Resolution 2018-120 Audit of Claims A motion was made by Councilor Greenway and seconded by Council Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. Resolved that the bills for Abstract 12 have been reviewed by the Town Board and are authorized for payment in the following amounts

  • General A Fund voucher # 305 to 330 $ 67,084.61
  • General B Fund voucher # 94 to 101 $ 4,043.40
  • Highway Fund voucher # 276 to 293 $ 23,723.96
  • Water voucher # 22 to 22 $ 22,562.72
  • Special Districts voucher # 20 to 21 $ 2,420.08
