            Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.  

Resolution 2019-14 Approval of Minutes

A motion was made by Councilor Barber and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the January 14, 2019 town board meeting.

Reports:

            Town Clerk- A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the town clerk report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays. 

            Dog Control Officer- A motion was made by Councilor Behling and seconded by Councilor Barber to accept the dog control report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.

Zoning Officer / Building Inspector– A motion was made by Councilor Behling and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays. 

            Highway Superintendent – Marsden requested permission to purchase a New Holland mower on state bid at the cost of $105,000 and a Ford F250 pickup truck with a plow for $45,000.

A motion was made by Councilor Barber and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays. 

Community Park – none

Mexico Point Park –Chepko-Sade said she is working on grant to replace the stained glass windows at Casey’s Cottage.  There was a request for a paranormal overnight at Casey’s Cottage in March.  A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays. 

Water Commissioner – Grimshaw said there were 23 UFPO’s in January due to the replacement of telephone poles.  The Village is in the process of updating the water rates.  There is a study taking place on the water tower.  The study is to determine if the water tank should be refurbished or replaced.  A motion was made by Councilor Behling and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays. 

Supervisor A motion was made by Councilor Behling and seconded by Councilor Barber to approve the supervisor’s report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.

             Resolution 2019- 15 January Payroll

A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Barber, Partrick, and 0 nays.
Resolved the Mexico Town Board approves the January payroll.

Water Update –There was a discussion on bidding versus using Solvay Bank for the BAN.  A motion was made by Councilor Partrick and seconded by Councilor Barber to approve the water update report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.

Resolution 2019-16 Water District #5 BAN

A motion was made by Councilor Barber and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Behling, Partrick and Barber.
Resolved the Mexico Town Board decided to select Solvay Bank for the callable and non-callable BAN for Water District #5.

Resolution 2019-17 Deputy Town Clerk Resignation

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board accepts the resignation of Annette Hulbert as Deputy Town Clerk.

Resolution 2019-18 Deputy Town Clerk Appointment

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board appoints Debra Hunsberger as Deputy Town Clerk.

Councilor Behling volunteered to attend the February 27th meeting with Donald McFee Ambulance to discuss the contract.

Greenway and Behling volunteered at January’s meeting to conduct the court audit for 2018.

Resolution 2019-19 Purchase a New Holland Mower   

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the purchase of a 2020 New Holland Mower from Tracey Road Equipment not to exceed $105,000.

Resolution 2019-20 Purchase a 2020 F250 Ford Truck   

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the purchase of a 2020 Ford F250 gas truck not to exceed $45,000.
Councilor Barber suggested Marsden check into a way to clean the undercarriage of the trucks.

Marsden said he contacted National Grid about revamping the lighting in the garage to LED to improve the lighting and reduce the cost.

Resolution 2019-21 Audit of Claims 

A motion was made by Councilor Behling and seconded by Council Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.

Resolved that the bills for Abstract 2 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 18 to 40                  $      64,946.83
General B Fund                      voucher # 7 to 13                    $      15,640.52
Highway Fund                      voucher # 20 to 50                  $    114,307.98
Water                                      voucher # 3 to 2                      $     314,728.00 Special Districts                      voucher # 2 to 3                      $     258,663.25

A motion was made by Supervisor Anderson and seconded by Councilor Barber to authorize Councilor Partrick to contact Warren Wheeler requesting a posting on the Assessor website notifying the NYS assessors that Mexico is taking applications for the position of assessor.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.

A motion was made by Councilor Barber and seconded by Councilor Behling at 8:27 to adjourn.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
