Deputy Supervisor Behling opened the regular Town Board meeting at 7:32 with the Pledge of Allegiance.

Resolution 2017-102 Approval of Minutes
A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the minutes from the November 9, 2017 town board meetings.

Town Clerk – A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the town clerk report as presented.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Dog Control Officer– A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Zoning Officer / Building Inspector – A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Highway Superintendent – A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Community Park – none.

Mexico Point Park none.

Supervisor A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the supervisor’s report as presented.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2017-103 Payroll
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the November payroll.

Water Update – A reminder that Thursday, December 14, 2017 is the public hearing for Water District #5 at McAuslan Hall, 3245 Main Street.

Resolution 2017-104 Intermunicipal Agreement for Water Meter Reader
A motion was made by Councilors Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the Intermunicipal Agreement with Village of Mexico for the water meter readers.

Resolution 2017-105 IMA with Village of Mexico, Town of New Haven and Town of Mexico
A motion made by Councilor Partrick and seconded by Councilor Barber the following resolution was unanimously adopted by 4 ayes, Greenway, Behling, Barber, Partrick and 0 Nays. Resolved the Mexico Town Board approves the agreement with Village of Mexico and Town of New Haven to supply water to Green and Hurlbut Roads.

Resolution 2017-106 Schedule Public Hearing for Local Law 1 of 2018
A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, and 0 nays. Resolved the Mexico Town Board schedules a public hearing for Local Law #1 of 2018, Requiring Written Notice for January 8, 2018 at 64 South Jefferson Street, Mexico, NY 13114 at 7:15 PM.

No action was taken on the “School Proclamation.”

Resolution 2017-107 Advertise for Planning Board Member
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes; Greenway, Behling, Barber, Partrick and 0 Nays. Resolved that the Mexico Town Board authorizes Liz Dishaw, Town Clerk to advertise for the vacancy on the Town of Mexico Planning Board.

The Highway Superintendent said he ordered the sign “30 MPH Ahead” on Ames Street as requested.

Resolution 2017-108 Authorize Prepays on Abstract
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes; Greenway, Behling, Barber, Partrick and 0 Nays.

WHEREAS, National Grid bills arrive after the Town Board Meeting on occasion as do some others.

WHEREAS, To avoid late fees on bills that are not on the monthly abstract there is a need to prepay these bills

RESOLVED, that the Town Board of the Town of Mexico hereby authorizes the Clerk to the Supervisor to prepay such bills with the approval of the Town Supervisor.

Resolution 2017-109 Schedule the Year End Meeting
A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by 4 ayes; Greenway, Behling, Barber, Partrick and 0 Nays. Resolved the Mexico Town Board schedules the year end meeting for December 27, 2017 at 7:00 PM at 64 South Jefferson Street, Mexico, NY 13114.

Resolution 2017-110 Post Highway Roads
A motion made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board authorizes the highway superintendent to post the town roads for no parking from December 1st to April 1st.

Resolution 2017-111 Review Propane Cost
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board authorizes the Clerk to the Supervisor to review the propane cost and make any changes necessary.

Resolution 2017-112 BAN Highway Insulation
A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the final payment for the highway insulation BAN in the amount of $21,600 plus interest due on December 22, 2017.

Resolution 2017-113 Intermunicipal Agreement for Code Enforcement Officer   
A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the Intermunicipal Agreement for Code Enforcement Officer with the Town of New Haven.

Resolution 2017-114 Resignation
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes; Greenway, Behling, Barber, Partrick and 0 Nays. Resolved the Mexico Town Board accepts the resignation from Kay Detor as court clerk effective on December 31, 2017.

A liquor license renewal was received from Schneider’s Lil Salmon Inn.

Resolution 2017-115 Purchase 2019 Western Star Truck
A motion made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approve the purchase of a 2019 Western Star truck from Tracey Road Equipment not to exceed $200,000.

Resolution 2017 116 Audit of Claims
A motion was made by Councilor Partrick and seconded by Council Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved that the bills for Abstract 12 have been reviewed by the Town Board and are authorized for payment in the following amounts:

A motion was made by Councilor Partrick and seconded by Councilor Barber at 8:23 to recess until December 27, 2017 at 7:00 PM.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
