Supervisor Anderson opened the regular Town Board meeting at 7:31 with the Pledge of Allegiance.       

Resolution 2019-1 Approval of Minutes
A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. Resolved the Mexico Town Board approves the minutes from the December 10 and 27, 2018 town board meeting.

Public Comment and Concerns:  Nancy Weber asked if the town would consider sending two planning board members to the Planning Federation Conference in Lake George.  The cost would be $715 for registration and hotel rooms.  Karin Creamer asked if Tubbs Rd would be getting water.

Reports:

Town Clerk- A motion was made by Councilor Behling and seconded by Councilor Barber to accept the town clerk report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.  Terry Grimshaw asked about the credit card collections.

Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the dog control report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Zoning Officer / Building Inspector– A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. 

Highway Superintendent – A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. 

Community Park – none

Mexico Point Park – Diane Chepko-Sade said they are working on Arts in the Park for June and the fireworks for July.  There are several trees that are broken, making the trail dangerous to walk.  The highway superintendent will look at the trees and decide if it something the highway department can do.  A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. 

Water Commissioner – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.  Anderson said the state requirement to keep the facility operating has change.  The interest rate has decline and the payments for water district #1 and 2 are escalating payments.  The town may have to consider increasing the EDU charges.  Barber said the 284 UFPOs seem high.  Grimshaw said the poles on State Route 104 to Maple View were changed.  If there is any digging or if someone hit a pole the waterlines need to be marked.

Supervisor A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the supervisor’s report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Resolution 2019- 2 December Payroll
A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick, and 0 nays. Resolved the Mexico Town Board approves the December payroll.

Water Update –Bids should go out for Water Service Area #5 when RD returns from furlough. Yerdon suggested getting a financial advisor to get bids for a one year callable BAN for WSA# 5.   The bids for subsurface investigation work are:

Northeast Specialized Drilling            $3,992.00

A meeting will be set up with Greenway and Behling to discuss Water District #5.

Resolution 2019-3 Water District #5 Subsurface Investigation 
A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.  Resolved the Mexico Town Board approves the bid from NSD for $3,992 for subsurface investigation.  

Resolution 2019-4 Water District #5 Financial Advisor 
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Behling Greenway, Partrick and Barber.
Resolved the Mexico Town Board authorizes C2AE to contact a financial advisor to bid the callable and non-callable BAN for Water District #5.

Resolution 2019-5  Appointments
A motion was made by Councilor Behling and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Behling, Greenway, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the slate of officers as follows:

Councilor Partrick said the term for the position of Assessor expires in September.

Greenway and Behling volunteered to conduct the court audit for 2018.

No action was taken on the acceptance of the street lighting audit conducted by National Grid.

Resolution 2019-6 Clerk to the Supervisor Resignation
A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board accepts the resignation of Nancy Marks as the Clerk to the Supervisor.

Resolution 2019-7 Deputy Court Clerk Resignation
A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Behling, Barber, Greenway, Partrick, and 0 Nays.
Resolved the Mexico Town Board accepts the resignation of Donna Vesta as the Deputy Court Clerk.

Resolution 2019-8 Increase in Wages for Part-time Highway Employees
A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Behling, Greenway, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board approves the increase in wages of 50¢ (fifty cents) for the part-time highway employee starting January 15, 2019.

Resolution 2019-9 Community Park Lease
A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Behling, Greenway, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board would like to show intent to renew the lease for Community Park for 25 years.

The 4th Quarter Report is for the board’s review.

Resolution 2019-10 2014 Truck BAN
A motion made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the final payment for the 2014 truck BAN in the amount of $42,459 plus interest due on February 8th.

Resolution 2019-11 2016 Truck BAN
A motion made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves the payment for the 2016 truck BAN in the amount of $39,468 plus interest due on February 15th and to BAN for the balance.

Anderson informed the board members of the Association of Towns training in February in New York City.

A motion was made to table the proxy for the Association of Towns Meeting.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Resolution 2019-12 Planning Board Training
A motion made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the attendance of two planning board members on April 28th to 30th to the Planning Federation Conference at the Sagamore Resort in Bolton Landing, NY for a total not to exceed $715.

Resolution 2019-13 Audit of Claims 
A motion was made by Councilor Behling and seconded by Council Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved that the bills for Abstract 1 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 1 to 17                    $    39,422.69

General B Fund                      voucher # 1 to 6                      $      5,251.71

Highway Fund                        voucher # 1 to 19                    $    81,240.38

Water                                       voucher # 1 to 2                      $     2,122.93

A motion was made by Councilor Greenway and seconded by Councilor Barber at 8:55 to adjourn.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
