Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.  

Resolution 2019-22 Approval of Minutes A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the minutes from the February 11, 2019 town board meeting.

Public Comment and Concerns:  Concerns were about the collapsed culvert on Tubbs Road.

Reports:

Town Clerk- A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the town clerk report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.   

Dog Control Officer- A motion was made by Councilor Behling and seconded by Councilor Barber to accept the dog control report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Zoning Officer / Building Inspector– A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays. 

Highway Superintendent – A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays. 

Community Park – none

Mexico Point Park –Chepko-Sade said there is a tree down at the park.  The water pipes are leaking.  She would like to schedule a workday for April 20th.  Carrie Bond is handling the reservations.  Bond said the caretaker’s phone number is the number to call when reserving the park.  New signs are needed for the park.  A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays. 

Water Commissioner – Anderson said the town water tank needs to be inspected.  Tank Industry Consultants submitted a bid.  Anderson said the EDU rate is going to have to be raised to compensate for the maintenance expense.

Supervisor A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the supervisor’s report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Water Update –  A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the water update report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Resolution 2019- 23 February Payroll

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the February payroll.

Resolution 2019-24 Water District #5 IMA

A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Behling, Greenway, Partrick and Barber.

Resolved the Mexico Town Board approves the Water Service Agreement between the Village of Mexico and the Town of Mexico.

Resolution 2019-25 Deputy Court Clerk Resignation

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board accepts the resignation of Teresa Jones as Deputy Court Clerk.

Resolution 2019-26 Deputy Court Clerk Appointment

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board appoints Jennifer Bartosek as Deputy Court Clerk.

Resolution 2019-27 Insurance for Clerk to the Supervisor   

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, , Partrick, 0 nays and Barber abstained.

Resolved the Mexico Town Board approve acquiring health insurance for the clerk to the supervisor.

Resolution 2019-28 Pothole on Munger Hill Road   

A motion was made by Supervisor Anderson and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board decided to turn the claim into the insurance to reimburse the claimant for the damaged tire in the amount of $88.89.

Highway Superintendent Marsden there was not a pothole but the edge of the road near the shoulder had crumbled and has been repaired.. 

A motion was made by Councilor Partrick and seconded by Council Greenway to table the decision to install lighting at McAuslan Hall until month to obtain another quote.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Greenway questioned the invoice from the village for work done on the water districts.  She suggested the village directly bill the customer when the work was done.  Anderson said he would speak to the mayor.

Barber suggested getting together with the highway superintendent to prepare an invoice for the county.

Resolution 2019-29 Audit of Claims 

A motion was made by Councilor Behling and seconded by Council Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Resolved that the bills for Abstract 3 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 41 to 55                  $      22,785.99

General B Fund                      voucher # 14 to 25                  $      11,452.47

Highway Fund                       voucher # 51 to 76                  $      49,052.30

Water                                      voucher # 6 to 2                      $      20,187.00

Special Districts                     voucher # 4 to 6                      $      35,511.58

A motion was made by Councilor Barber and seconded by Councilor Behling at 8:35 to adjourn.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Greenway, Barber, Partrick and 0 nays.
