            Supervisor Anderson opened the regular Town Board meeting at 7:31 with the Pledge of Allegiance.  

            Resolution 2019-41 Approval of Minutes
A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the April 8, 2019 town board meeting.

Public Comment and Concerns:  Cutting stumps on Cole Rd. due to it causing a flood in property owner’s yard. Bicycle and walking path from village to Community Park were among the topics discussed at the Economic development meeting with Empire State Development.  The town lacks a community center. A tree in the right of way at Primitive Cemetery needs to be cut and the sign needs to be hung. Councilor Behling clarified that a grant application for the path would need to be initiated by the village as the applicant.

Reports:

            Town Clerk/ Tax Collector- A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the town clerk/tax collector report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
            Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the dog control report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Zoning Officer / Building Inspector– A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
            Highway Superintendent – A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Community Park – none
Mexico Point Park –Chepko-Sade said a park is officially open as of May 1st.  The stained glass project was in the paper last week.  The beach need rip rap due to the erosion. Anderson said he was on the phone today and trying to secure rip rap in the near future for the park.  A forester came and assessed the forest.  He suggested having the park service remove the fallen trees.  Anderson said he had a contact number for the park service.   A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Water Commissioner – Grimshaw said he had started flushing hydrants.  The water department has taken readings at Mexico Point Park and has isolated the leak.  A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Supervisor A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the supervisor’s report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.

             Resolution 2019- 42 April Payroll
             A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the April payroll.

             Water Update –The bidding for Water Service Area #5 is delayed due to comments from NYSDOT and NYSDEC.  They are working on the issues and the goal is to bid this week.  There are four easements that have been sent out by the attorney.  A meeting will be set up to discuss future water districts.  A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the report as presented.  The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Behling, Partrick and 0 nays.

Resolution 2019-43 Adjust Water Service #5 Budget
             A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Whereas, the soil boring work has been completed and exceeded original estimates
And
Whereas, there are sufficient contingency fund to allow this increase for Water Service Area #5;
Now, Therefore, Be it
Resolved, that the Supervisor of the Town of Mexico is authorized on behalf of the Town Board of Mexico to increase the Soil Boring Budget amount from $4,000.00 current budget to a new total amount for Soil Boring costs of $4,039.00, to reflect actual costs incurred to accomplish this work, (copies of which are to be filed with the Town Clerk), for Water Service Area #5.

Resolution 2019-44 Water Service Agreement

             A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the water service agreement between the Town and Village of Mexico for water service area #5.

Resolution 2019-45 Increase Water Rates
A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 4ayes, Anderson, Greenway, Behling, Partrick and 0 nays.
WHEREAS, The Village of Mexico charges the Town of Mexico for water usage for the residents of the Town of Mexico,
WHEREAS, The Village of Mexico increased the water rate that it charges the Town of Mexico.
NOW, THEREFORE, BE IT
RESOLVED, that the Town of Mexico increases the water rates to $3.30 per 1,000 gallons used to go into effect for the next billing cycle.

Discussion Mexico Point Park Water Leak
  A motion was made by Councilor Greenway and seconded by Councilor Behling to table the decision to repair the water leak until the June meeting.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.

             Resolution 2019-46 Appoint Head Lifeguard
A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by 4 ayes, Anderson, Greenway, Behling, Partrick and 0 nays.
Resolved the Mexico Town Board appoints Justin Gardner as the head lifeguard for Mexico Point Park.

             Resolution 2019-47 Appoint Mexico Point Park Manager

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by 4 ayes, Anderson, Greenway, Behling, Partrick and 0 nays.
Resolved the Mexico Town Board appoints Carrie Bond as park manager for Mexico Point Park.

             Resolution 2019-48 Race Junkyard License

A motion was made by Supervisor Anderson and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Behling, Partrick and 0 nays.
Resolved the Mexico Town Board approves the renewal application for a junkyard license by Trevor Race.

             Resolution 2019- 49 Sponsor Christmas in Mexico

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves sponsoring Christmas in Mexico in the amount of $500.00.

             Resolution 2019-50 Tree Cutting at Mexico Point Park

A motion was made by Councilor Greenway and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by 4 ayes, Anderson, Greenway, Behling, Partrick and 0 nays.
Resolved the Mexico Town Board approves hiring Midstate Lawn and Tree Service for cutting an additional tree at Mexico Point Park to in the amount of $850.00

             Councilor Partrick said he would contact Debbie Groom to write an article on obtaining sand bags for the flooding at the lake.

             Resolution 2019-51Audit of Claims 

A motion was made by Councilor Behling and seconded by Council Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Greenway, Partrick and 0 nays.
Resolved that the bills for Abstract 5 have been reviewed by the Town Board and are authorized for payment in the following amounts:
