Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.  

            Resolution 2019-102 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the October 14, 2019 town board meeting.

Public Comment and Concerns:  Concerns were the lawsuit between the county and the town for plowing, who is plowing county roads, why some roads were not plowed on November 8th.

Reports:

            Town Clerk/ Tax Collector/ Water Clerk- A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the town clerk/water clerk report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and 0 nays.

            Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the dog control report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.   Attorney Prosachik said she was finalizing the order for contempt toward the owner of the dangerous dog.

Zoning Officer / Building Inspector– A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.

           Highway Superintendent – A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.   Marsden asked permission to purchase a shoulder machine on shared services.

Community Park –none

Mexico Point Park –Bond asked the progress on biding the repairs on the roof at Casey’s Cottage.  Barber said the bid will go out in the spring.  When is the roof being repaired at the caretaker’s cottage?  Barber said the bids would be opened tonight for the roof.  Anderson said he would keep Bond posted on the rip rap.  Bond asked how much is left of the insurance money received for the damage at Casey’s Cottage.  Dick Salley asked when the roof repairs would start.  Barber said probably in April.  Anderson said it would all depend on when the rip rap is scheduled.  A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.

Water Commissioner –Grimshaw said there were two fire hydrants hit over the weekend.  Anderson said the town would have to turn it into the insurance.  A motion was made by Supervisor Anderson and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.

             Resolution 2019- 103 October Payroll

             Water Update –Water District #5 will begin construction November 18th

             Resolution 2019- 104 Water District # 5 Comptroller’s Application

 A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.

Resolved the Mexico Town Board awards the bid for Water District #5 to Highlander Construction Inc…

             Resolution 2019- 105 Water District # 5 Supplemental Bond Resolution

Resolution 2019- 106 Include Rice Road in Water District #6

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Greenway, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board approves including Rice Road in Water District #6 with the cost of $1,200 For C2AE to redo the Environment Impact Statement.  This will include approximately ten homes.

             Resolution 2019- 107 Appoint ZBA Member

A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board appoints Ashley Smith to the Zoning Board of Appeals.

There was a discussion on purchasing software for the highway.  This would be the same software the Village of Mexico uses.

A motion was made by Councilor Greenway and seconded by Councilor Partrick to table the decision to purchase the highway software until John Powers of the Village DPW can demonstrate how the software works.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.

Resolution 2019- 108 Schedule Public Hearing for Local Law #1 of 2019 Over Ride the Tax Cap

A motion was made by Supervisor Anderson and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Greenway, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board scheduled a Public Hearing for December 9, 2019 at 7:15 pm for the Local Law #1 of 2019, Over Ride the Tax Cap at the Town Hall, 64 South Jefferson Street, Mexico, New York 13114.  

          Resolution 2019-109 Approve the 2020 Budget

A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays.

Resolution 2019- 110 Adjust Retirement Hours for Supervisor

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves adjustment s to Supervisor Anderson’s retirement hours.

             Resolution 2019- 111 Purchase 2020 Pickup Truck

A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays. Resolved the Mexico Town Board approves the purchase of a 2020 pickup truck with a plow not to exceed $38,000 and to pay cash.

             Resolution 2019- 112 Clock Tower BAN

A motion was made by Supervisor Anderson and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays. Resolved the Mexico Town Board approves the final payment of the Clock Tower BAN of $45,800 plus interest due December 7, 2019.

No action was taken on the school proclamation.

             Resolution 2019-113 ASCAP License

A motion was made by Councilor Partrick and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the renewal of the ASCAP license in the amount of $348 per year.

Resolution 2019-114 Tax 2nd Notice Fee

A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Greenway, Barber, Partrick and 0 Nays.
WHEREAS, The Town of Mexico send second notices for taxes to the residents
NOW, THEREFORE, BE IT RESOLVED, that the Town of Mexico to charge a fee of $2.00 (two dollars) to be added to the tax due on all parcels for which a second notice is sent, on or about March 15th, for the Town and County Tax bills for the year 2020.

The bids were opened for the caretaker’s cottage roof.
            Beck Roofing  $12,400.

             Resolution 2019- 115 Award Bid for Caretaker’s Cottage Roof

A motion was made by Supervisor Anderson and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays. Resolved the Mexico Town Board approves the bid of $12,400 from Beck’s Roofing for the caretaker’s roof.

There was a short discussion on the open meeting law.

 A motion was made by Supervisor Anderson and seconded by Councilor Greenway to table the purchase of a shoulder machine as a shared service with 7 (seven) other towns until Supervisor Anderson could check on shared service grants.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.

Councilor Partrick volunteered to attend the REDI commission meeting to be held on November 21st at 10:00.

There was a discussion on policing the request from DEC as described in communications.

             Resolution 2019-116 Fire Contract

A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2020 fire contract.

Resolution 2019-117 Ambulance Contract    

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2020 ambulance contract.

Resolution 2019-118 Library Contract    

A motion was made by Councilor Greenway and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by 3 ayes; Anderson, Greenway, Barber, 0 Nays, and 1 abstained Partrick. Resolved the Mexico Town Board approves the 2020 library contract

Councilor Barber said he would contact Syracuse Time and Alarm about the clock at McAuslan Hall.

Resolution 2019-119 Audit of Claims 

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway and Partrick and 0 nays.
