Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.

Resolution 2018-93 Approval of Minutes
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the October 8, 2018 town board meeting.

Public Comment and Concerns: Larry Barber said Auctions International advertised sand and salt mixture. Anderson he has given the information to the highway superintendent.

Reports:
Town Clerk – A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the town clerk report as presented. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays.
Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the dog control report as presented. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays.
Zoning Officer / Building Inspector – A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays. Marsden said the bottom step in the basement is rotten. He asked if the board would like him to fix it or hire someone. The board said he could fix it.
Highway Superintendent – A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays. The auction is for 58.5 tons of sand and salt mixture. If we were to bid we would have to take it all. The plows and sanders are on the trucks so we would have to have it hauled.
Community Park – The plans for the new playground was distributed to the board members. The playground is larger than the existing playground so 15 fifteen feet more would have to be dug out. A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the park manager’s report as presented. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays
Mexico Point Park – Diane Chepko-Sade said she applied for a grant for an art event that will be held in the spring. A new roof is needed on Casey’s Cottage. Barber said he would get with the architect to draw the plans and specs. There was a discussion on the need for flashing. A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays.
Water Commissioner – A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays.
Supervisor –A motion was made by Councilor Barber and seconded by Councilor Greenway to approve the supervisor’s report as presented. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays.
Resolution 2018- 94 October Payroll
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick, and 0 nays.
Resolved the Mexico Town Board approves the October payroll.
Resolution 2018- 95 Bond Resolution for WSA #5
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick, and 0 nays.
Resolved the Mexico Town Board appoints Barclay Damon LLP as Bond Counsel for Water Service Area #5. The cost for WSA#5 is $1,780,000.
A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the use of McAuslan Hall by the Mexico Chamber for the train museum and to waive the fees. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays.
Resolution 2018-96 2018 Budget
A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2019 Budget.

Resolution 2018-97 Fire Contract
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves the 2019 fire contract.
Resolution 2018-98 Ambulance Contract
A motion was made by Councilor Barber and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves the 2019 ambulance contract.
Resolution 2018-99 Library Contract
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 3 ayes; Anderson, Greenway, Barber, 0 Nays, and 1 abstained Partrick.
Resolved the Mexico Town Board approves the 2019 library contract
Resolution 2018-100 2016 Audit
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes Anderson, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2016 Audit.
Resolution 2018-101 Operation Reindeer Proclamation
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Greenway, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board approves the following proclamation:
Whereas, Christmas is a time for our community to show a spirit of caring for all citizens, and
Whereas, Operation Reindeer has displayed this spirit of giving by distributing toys to needy children, and
Whereas, The spirit of giving by Operation Reindeer is an important part of our holiday season,
Now Therefore, I, David Anderson, Supervisor of the Town of Mexico, do hereby declare that November and December shall be proclaimed as Operation Reindeer Months in the Town of Mexico and do hereby urge all our citizens to participate in this most worthwhile endeavor by making donations to this worthy cause.
Resolution 2018-102 Tax 2nd Notice Fee
A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Greenway, Barber, Partrick and 0 Nays.
WHEREAS, The Town of Mexico send second notices for taxes to the residents
NOW, THEREFORE, BE IT
RESOLVED, that the Town of Mexico to charge a fee of $2.00 (two dollars) to be added to the tax due on all parcels for which a second notice is sent, on or about March 15th, for the Town and County Tax bills for the year 2019.
Resolution 2018-103 Authorize Prepays on Abstract
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Greenway, Barber, Partrick and 0 Nays.
WHEREAS, National Grid bills arrive after the Town Board Meeting on occasion as do some others.
WHEREAS, To avoid late fees on bills that are not on the monthly abstract there is a need to prepay these bills
RESOLVED, that the Town Board of the Town of Mexico hereby authorizes the Clerk to the Supervisor to prepay such bills with the approval of the Town Supervisor.
Resolution 2018-104 Clock Tower -BAN
A motion made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approve the payment due on December 11, 2018 of $45,800 plus interest on the Clock Tower BAN and to BAN for the balance.
Resolution 2018-105 Resignation
A motion made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
Resolved the Mexico Town Board accepts the letter of resignation from Marcia DeLong as Zoning Chairman.
Resolution 2018-106 Resignation
A motion made (with regret) by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
Resolved the Mexico Town Board accepts the letter of resignation from Marcia DeLong as Clerk to the Supervisor.
Resolution 2018-107 Appoint Clerk to Supervisor
A motion made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
Resolved the Mexico Town Board appoints Nancy Marks as Clerk to the Supervisor and to add to payroll for training.
Resolution 2018-108 Resignation
A motion made by Councilor Barber and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
Resolved the Mexico Town Board authorizes the highway superintendent to bid up to $20 per ton on the sand and salt mixture.
Resolution 2018-109 Post Highway Roads
A motion made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board authorizes the highway superintendent to post the town roads for no parking from December 1st to April 1st.
Resolution 2018 110 Audit of Claims
A motion was made by Councilor Greenway and seconded by Council Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Resolved that the bills for Abstract 11 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund voucher # 280 to 304 $ 15,438.95
General B Fund voucher # 87 to 93 $ 4,243.32
Highway Fund voucher # 246 to 275 $ 55,180.28
Water voucher # 20 $ 700.00
Special Districts voucher # 18 to 19 $ 549.44
