Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.

Resolution 2015-94 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves the minutes from the October 12, 2015 town board meeting.

Public Comment and Concerns:

Concerns from residents were collapsed barn on Dewey Rd, employee receiving raises and selling lumber on Cole Rd.

Reports:

Town Clerk – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the town clerk reports as presented. The motion was unanimously adopted by 5 ayes Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Dog Control Officer– A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Zoning Officer / Building Inspector – A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the monthly report as presented. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the monthly report as presented. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Community Park none

 Mexico Point Park – none

Supervisor A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the monthly report as presented. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2015-95 Payroll

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the October payroll.

Water UpdateAnderson said he received a request from Kirsten Gillibrand for information about water service area #3 so she could do a press release.

Resolution 2014-96 2016 Budget

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2016 Budget.

Resolution 2015-97 Fire Contract

A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2016 Fire Contract.

Resolution 2014-98 Ambulance Contract

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2016 Ambulance Contract.

Resolution 2014-99 Town Hall Repairs

A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board tables the proposal for the Town Hall repair until Councilman Barber can meet with Dan Manning to clarify items in the proposal.

Councilman Greenway said she would get the phone number to the bookkeeper for the man who would like to donate land to the Wellwood Cemetery.

No action was taken on the IMA with Constantia. An IMA already exist.

Resolution 2014-100 BAN for Clock Tower

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes the payment of the Clock Tower BAN in the amount of $45,800 plus interest due on December 9, 2015 and to BAN for the balance.

Greenway asked what the problem was with the clock. Anderson said that there was no one to wind it. Anderson said Gary McConnell volunteered to wind the clock. Partrick said he would be willing to be the backup for McConnell. Anderson said it only needs to be wound once a week.

Resolution 2014-101 BAN for Highway Insulation

A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes the payment of the Highway Insulation BAN in the amount of $21,600 plus interest due on December 9, 2015 and to BAN for the balance.

There was no action taken on the request for the 2016 pickup truck.

Resolution 2015 -102 Audit of Claims

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved that the bills for Abstract 11 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 295 to 320              $19,385.78

General B Fund                      voucher # 65 to 69                     $2,862.78

Highway Fund                        voucher # 208 to 221              $36,090.10

Water                                        voucher # 16                                   $836.08

Partrick suggested revisiting Local Law #5 Regulation Zoning.

A motion was made by Councilor Behling and seconded by Councilor Greenway to adjourn at 8:12. The motion was adopted by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
