Minutes of the Regular Meeting

Held September 10, 2018 at the Town Hall Commencing at 7:30 P.M.

Deputy Supervisor Behling opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.

Resolution 2018-77 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the minutes from the August 13, 2018 town board meeting.

Communications:

Public Comment and Concerns:  none

Reports:

Town Clerk – A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the town clerk report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

 Dog Control Officer– none

Zoning Officer / Building Inspector – A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

 Highway Superintendent – A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Community Park – The parks manager submitted a quote from BJ’s Outdoor Power Equipment for a 2018 Ferris mower.  He also submitted a proposal from Beck’s Improvements for replacing the roofs on the dugouts.  A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Mexico Point Park – There is an event coming up with Nancy Kaiser on “Wild Edibles.”  The Friends of Mexico will hold a meeting soon.  A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.

Water Commissioner –A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Greenway, Barber, Partrick and 0 nays.  There was a discussion on shutoffs by the meter.

Supervisor A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the supervisor’s report as presented.  The motion was adopted by a vote of 4 ayes Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2018- 78 August Payroll

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick, Anderson and 0 nays.

Resolved the Mexico Town Board approves the August payroll.

 Water Update – Ian Yerdon said the rest of the surveys should go out this week.  There are 98 EDUs.  Yerdon said construction for WSA#5 should start in the spring of 2019.

Resolution 2018-79 Maple View Cemetery Vandalism

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Greenway, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board review the request from the assistant district attorney and agreed to ask for restitution and community service for damages to Maple View Cemetery.

Resolution 2018-80 Sewer District

Mayor Grimshaw said the sewer district project will start as soon as the easements are obtained.  The village will be lead agency.  The project will cost $75,000.  The grant has been approved by the state and the village will be reimbursed.  The construction will take between 10 days to 2 week depending on the weather.  The town approved $25,000 on May 8, 2017.  The funds would be refunded to the town when the grant is received.

A motion was made by Councilor Partrick and seconded by Councilor Greenway to approve the following resolution.  The motion was adopted by a vote of 4 ayes Greenway, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the request from the village for funds in the amount of $25,000 for the start-up of the sewer district to be reimbursed with grant monies.

Resolution 2018-81 Clock Tower

A motion was made by Councilor Partrick and seconded by Councilor Greenway to approve the following resolution.  The motion was adopted by a vote of 4 ayes Greenway, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the request for a bid to have the clock repaired.

 A motion was made by Councilor Greenway and seconded by Councilor Partrick to table the dissolution of the caretaker’s position and create a park manager position.  The motion was adopted by 4 ayes Greenway, Behling, Barber, Partrick, and 0 nays.

Resolution 2018-82 Mower

A motion was made by Councilor Behling and seconded by Councilor Greenway to approve the following resolution.  The motion was adopted by a vote of 4 ayes Greenway, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the purchase of a 2018 Ferris mower 153200/3261 from BJ’s Outdoor Power Equipment in the amount of $5,795 with a trade in of the 3000Z.

Resolution 2018-83 Dugout Repairs

A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the following resolution.  The motion was adopted by a vote of 4 ayes Greenway, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the proposal from Beck Improvements for $3,875.00 to have the roofs on the dugouts repaired.

 Resolution 2018 76 Audit of Claims 

A motion was made by Councilor Behling and seconded by Council Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick, 0 nays and Greenway abstained.

Resolved that the bills for Abstract 8 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 2281 to 252                        $    23,165.52

General B Fund                      voucher # 72 to 77                  $    33,431.10

Highway Fund                        voucher # 198 to 223              $    48,932.41

Water                                      voucher # 16 to 17                  $      30,298.60

Special Districts                      voucher # 13 to 14                  $        2,081.55

A motion was made by Councilor Greenway and seconded by Councilor Partrick at 8:20 to adjourn.  The motion was adopted by a vote of 4 ayes Greenway, Behling, Barber, Partrick and 0 nays.
