            Deputy Supervisor Behling opened the regular Town Board meeting at 7:13 with the Pledge of Allegiance.  
A motion was made by Councilor Barber and seconded by Councilor Greenway to go into executive session at 7:13 to discuss an appointment.  The executive session ended at 7:35.

            Resolution 2019-80 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the August 12, 2019 town board meeting.

Public Comment and Concerns:  Concerns were:

The concerns were the assessor appointment, assessor contract. The late grievance submission, Parkview Manor assessment and if there is a Historical Society law suit pending.

Reports:

            Town Clerk/ Tax Collector/ Water Clerk- A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the town clerk/water clerk report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.

            Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the dog control report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.

Zoning Officer / Building Inspector– A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.

            Highway Superintendent – A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.   

Community Park –none

Mexico Point Park –Chepko-Sade said the stained glass windows have been installed.  The Friends of Mexico Point Park will pay for the waterproofing of the basement if the town would pay the annual $1,095 to Orkin for the carpenter ant and mice prevention control.  The fee for the architect to draw the specs for the roof and siding is $3,900.  The roof needs to be done this year or there will be more moisture and more rotting wood.  Partrick said he thought the town was responsible for the park and the Friends were responsible for Casey’s Cottage.  There is a balance from the insurance claim for the roof but ongoing maintenance is the Friends.  Barber said the roof would be around $35,000 because of how the windows and roof meet.  Chepko-Sade said the roof is leaking and needs to be replaced this year.  Greenway said the town needs to start somewhere and that is with specs.
Bond said the caretaker’s cottage roof is also leaking.  It leaks in different spots when it rains.  Greenway said it is a running leak.  Bond said the oven shut off once during the rain.  It is an electrical hazard.  Bond said the head lifeguard is not returning next year.  It was difficult to get lifeguards to work this year.  She recommended advertising next year.  The propane tank gauge stuck and a new tank is needed.  A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.

Water Commissioner –A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.

Supervisor A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the supervisor’s report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.

             Resolution 2019- 81 August Payroll

             A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the August payroll.

             Water Update –Additional fund request has been sent to RD.  The environmental review packages were sent out for WD#6.  Barber asked if C2AE did pricing on pipes when they do the estimated cost.  Yerdon said no.

             Resolution 2019- 82 Community Park Survey Map

             A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board authorizes Attorney Prosachik to obtain a new map from Whitaker for $50.

             Resolution 2019- 83 Casey’s Cottage Roof Specs

             A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the verbal quote from Architect Joe Maryak in the amount of $3,900 to write the specs for the roof and siding for Casey’s Cottage.

             Resolution 2019- 84 Caretakers Cottage Roof

             A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board authorizes Councilor Barber to get bids for caretaker’s cottage roof.

             Resolution 2019- 85 2017 Audit

             A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2017 audit.

             Resolution 2019- 86 Appoint Kay Detor to BAR

             A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board appoints Kay Detor to the Board of Review for a five year term.

             Resolution 2019- 87 Appoint Assessor

             A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board appoints Susan Gentile as assessor for a six year term starting October 1.

Greenway updated the board on the proposed community parking at the prior Kwik Fill location.  The town and village would split the taxes 50%/ 50%.  The village would do the snow plowing because the town’s plows are too large.  The village would control the parking permits for the tenants.  Another meeting with the village will be scheduled.  Barber said he was not in favor of leasing the property but would prefer purchasing it.

             Resolution 2019-88 Audit of Claims 

A motion was made by Councilor Greenway and seconded by Council Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved that the bills for Abstract 9 have been reviewed by the Town Board and are authorized for payment in the following amounts:

Councilor Partrick said he supplied the financial statements for Parkview Manor in response to the question asked in public comment.
