Supervisor Anderson opened the regular Town Board meeting at 8:16 with the Pledge of Allegiance.

Resolution 2016-118 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the November 12, 2016 town board meeting.

Reports:

Town Clerk – A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the town clerk report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Dog Control Officer– A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Zoning Officer / Building Inspector – A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Councilor Barber asked if the board could get a “heads-up” when a department head requested large purchases. Councilor Greenway agreed.

Community Park none

Mexico Point Park – none

Supervisor A motion was made by Councilor Behling and seconded by Councilor Greenway to approve the supervisor’s report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2016-119 Payroll

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the November payroll.

Water Update –Engineer Bob Guminiak introduced the newest member of the firm, Ian Yerdon. Water lines are installed. The only work left is the repair on Pumphouse Rd. Letters to homeowners for hook up will go out after the testing is completed. Guminiak requested $34,000 in additional engineering fees. The project will be about $54,000 under budget. Barber suggested that if the contractor didn’t put pipe in correctly the fees involved should come out of his contract.

Resolution 2016-119 WD#3 to Adjust Budget Items for Engineering Fees

A motion made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
BE IT RESOLVED, that the Supervisor of the Town of Mexico is authorized on behalf of the Town Board of the Town of Mexico to increase the Engineering Contract amount by $34,000, for the Water Service Area #3.

Resolution 2016-120 WD#3 Partial Substantial Completion

A motion made by Supervisor Anderson and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
BE IT RESOLVED, that the Supervisor of the Town of Mexico is authorized on behalf of the Town Board of the Town of Mexico issue a Partial Substantial Completion for the Water Service Area #3 including all areas except the southernmost area of Pumphouse Road subject to the bacterial testing approval.

Greenway asked if the hydrants were usable. Guminiak said once the substantial completion is done the bags would be removed from the hydrants and they would be operable.

Resolution 2016-121 Local Law # 3 of 2016 Regulating Meat Processing Plants

A motion was made by Councilor Greenway and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board amends the LL #3 Regulating meat processing plants to allowed in area A2 only, limiting the number of animals butchered to 3600 per year and allow USDA plants only.

Building Update

Barber said the plans for the repairs to the Town Hall had to be adjusted due to the brick and foundation deterioration.

Resolution 2016-122 Change Order for the Town Hall Repairs

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the change order for the Mexico Town Hall repairs in the amount of $898.00 and $1,310.

Resolution 2016-123 Appoint Chairman for Cable Committee

A motion was made by Supervisor Anderson and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board appoints Marty Trey as the chairman for the cable committee.  Mike Dineen volunteered for the committee.

Resolution 2016-124 Year End Meeting

A motion was made by Councilor Greenway and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board approves the year end meeting date as Tuesday, December 27, 2016 at 7:30.

Resolution 2016-125 Post Highway Roads

A motion made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes the highway superintendent to post the town roads for no parking from December 1st to April 1st.

Resolution 2016-126 Town Website

A motion made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the creation of a website for the Town of Mexico for design and initial set up fee of $600 and $200 per year for hosting and domain name.

Resolution 2016-127 Tax 2nd Notice Fee

A motion made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

WHEREAS, The Town of Mexico send second notices for taxes to the residents

NOW, THEREFORE, BE IT RESOLVED, that the Town of Mexico is to charge a fee of $2.00 (two dollars) to be added to the tax due on all parcels for which a second notice is sent, on or about March 15th, for the Town and County Tax bills for the year 2017.

Resolution 2016-128 Prepayments on Abstracts

A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

WHEREAS, National Grid bills arrive after the Town Board Meeting on occasion as do some others.

WHEREAS, to avoid late fees on bills that are not on the monthly abstract there is a need to prepay these bills

NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Mexico hereby authorizes the Deputy to the Supervisor to prepay such bills with the approval of the Town Supervisor.

Resolution 2016-129 Advertise Zoning Board Vacancies

A motion made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes the Liz Dishaw, Town Clerk to advertise to fill the vacancies on the ZBA.

Resolution 2016-130 Purchase a Blade Loader

A motion made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the purchase of a blade for the loader in the amount of $7,470.00.

A motion made by Councilor Behling and seconded by Councilor Barber to table the decision to purchase a 2017 truck for the highway department. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Resolution 2016 131 Audit of Claims

A motion was made by Councilor Behling and seconded by Council Greenway to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved that the bills for Abstract 12 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 360 to 384              $ 85,900.02

General B Fund                      voucher # 77 to 84                       $ 4,471.32

Highway Fund                        voucher # 185 to 199                $ 25,372.60

Capital                                      voucher # 24 to 25                   $134,128.89

A motion was made by Councilor Greenway and seconded by Councilor Behling to recess at 9:47 until December 27, 2016 at 7:30. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
