Held February 8, 2016 at the Town Hall Commencing at 7:30 P.M.

Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.

Resolution 2016-8 Approval of Minutes
A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Behling, Partrick and 0 nays
Resolved the Mexico Town Board approves the minutes from the January 11, 2016 town board meeting.

  2. US Department of Commerce – Census of Local Government
  3. NYS Comptroller – Applications or Extensions of Special Districts
  4. Oswego County Health – Water System Inspection

Reports:

Town Clerk – A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the town clerk reports as presented. The motion was unanimously adopted by 5 ayes Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Dog Control Officer– A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the monthly report as presented. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Zoning Officer / Building Inspector – A motion was made by Councilor Behling and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays. Anderson said there was a conflict with the Zoning Board meetings and the Town of New Haven meetings.
Highway Superintendent – A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays. Barber asked how many hours are on the loader. Marsden said there are a lot of hours but the issue is maintenance.
Community Park none
Mexico Point Park – none
Supervisor A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the December Final report as presented. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the January report as presented. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2016-9 Payroll
A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the January payroll.

Resolution 2016-10 Water Service Area #3 Geotechnical Exploration Services
A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the lowest responsible bid by Northeast Specialized Drilling of $3,252 to Geotechnical Exploration Services for Water Service #3. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2016-11 BAN for WSA#3
A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the proposal for a callable BAN for WSA #3 with Key Bank at 1.41% interest in the amount of $1,485,000

Anderson asked if there was any interest in a fourth water district. Dishaw said there has been interest on Halladay, Grand View, Richardson and US Route 11.

Resolution 2016-12 Water District #4 Committee
A motion was made by Supervisor Anderson and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board appoints Councilor Greenway and Councilor Behling as the committee for Water District #4.

There was a discussion about Primitive Cemetery. A motion was made by Supervisor Anderson and seconded by Councilor Greenway to table the decision to donate $500 to the Primitive Cemetery until the March meeting. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2016-13 Appointment of Clerk to the Supervisor
A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the appointment of. Marcia DeLong as Part Time Clerk to Supervisor.

Resolution 2016 -14 Authorize Marcia DeLong to Inquire about BANs
A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes the Clerk to Supervisor to inquire about BAN’s on behalf of the Town of Mexico.

Resolution 2016 -15 BAN for the Truck for $197,341
A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves to BAN for the 2015 truck in the amount of $197,341.

Supervisor Anderson told the board the 4th Quarterly Report was for review only.

Resolution 2016 -16 2014 Audit
A motion was made by Councilor Barber and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves to 2014 Audit prepared by Burdick and Pearson.

Resolution 2016 -17 Training for Planning Board Members
A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board removes the two Planning Board members due to failure to complete mandatory training.

Resolution 2016 -18 Appoint Planning Board Members
A motion was made by Supervisor Anderson and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board appoints Karen Butler and Patty Hall to the Planning Board.

Anderson told the board that all newly elected officials have to track their hours for retirement.

The bid for the museum was discussed.

Resolution 2016 -19 Bid for the Museum
A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approved the bid from Beck Improvements in the amount of $15,187.00. The porch floor color will be gray.

Resolution 2016 -20 Local Law 1 of 2016
A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves Local Law 1 of 2016, Establishing a Real Property Exemption for Non-residential Property Converted to Mixed Use.

Resolution 2016 -21 Raise
A motion was made by Supervisor Anderson and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves the request for a raise of 50¢ (fifty cents) an hour, boot allowance and uniform maintenance for Tim Rood.

Resolution 2016 -21 Crew Leader
A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board to appoint Allen Rose as crew leader and to approves the request for a raise of 50¢ (fifty cents) an hour.

Resolution 2016 -22 Mower & Loader on Auctions International

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves to advertise the mower and loader on Auctions International.

Resolution 2016 -23 Audit of Claims
A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes, Anderson, Behling, Barber, Partrick 0 nays and Greenway abstained.
Resolved that the bills for Abstract 2 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 23 to 54                  $41,587.81

General B Fund                      voucher # 6 to18                     $112,251.63

Highway Fund                       voucher # 9 to 29                    $268,611.58

Water Fund                             voucher # 1 to3                       $259,702.47

Special Districts                              voucher # 1                             $447.56

A motion was made by Councilor Behling and seconded by Councilor Barber to adjourn at 8:50. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
