Minutes of the Regular Meeting

Held May 9, 2016 at the Town Hall Commencing at 7:30 P.M.

Supervisor Anderson opened the regular Town Board meeting at 7:31 with the Pledge of Allegiance.

Resolution 2016-42 Approval of Minutes

A motion was made by Councilor Barber and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 3 ayes, Anderson, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the minutes from the April 11, 2016 town board meeting.

Councilor Behling entered at 7:33.

     Reports:

Town Clerk – A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the town clerk reports as presented. The motion was unanimously adopted by 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.

Dog Control Officer– A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the monthly report as presented. The motion was adopted by 4 ayes; Anderson, Behling, Barber, Partrick and 0 nays

Zoning Officer / Building Inspector – A motion was made by Councilor Barber and seconded by Councilor Behling to accept the monthly report as presented. The motion was adopted by 4 ayes; Anderson, Behling, Barber, Partrick and 0 nays.           

Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the monthly report as presented. The motion was adopted by 4 ayes; Anderson, Behling, Barber, Partrick and 0 nays.

Community Park Supervisor Anderson said the doors to the dugouts need to be replaced at the park. There was a question by Little League as to who was responsible.

Mexico Point Park – none

Supervisor A motion was made by Councilor Behling and seconded by Councilor Barber to approve the supervisor’s report as presented. The motion was adopted by 4 ayes; Anderson, Behling, Barber, Partrick and 0 nays.

     Resolution 2016-43 Payroll

A motion was made by Councilor Barber and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the April payroll.

Water Update – The bids for WSA #3 were opened at 1:30 pm at the Mexico Town Hall on May 4th. The town board has 60 days to award the bid or rebid. Guminiak said he would like to discuss the bid results.

     Resolution 2016-44 Court Software

A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the purchase SEI Court Program for the court computer not to exceed $1,920.00.

     Resolution 2016-45 Ceiling Tiles for Court

A motion was made by Supervisor Anderson and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board authorizes Ron Marsden to replace the ceiling tiles at the court.

     Resolution 2016-46 Dog Enumeration

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approved the enumeration requested by DCO Spriggs. The DCO will receive $2.50 per dog and his assistant will receive minimum wage.

     Resolution 2016-47 Summer Employees for the Highway

A motion was made by Supervisor Anderson and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board authorizes the highway superintendent to hire up to three (3) employees as summer help and to pay them minimum wage on an as needed basis.

     Resolution 2016 -48 Race Junkyard Permit

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board approves the Race Junkyard permit. The permit expires on June 1, 2017.

A motion was made by Councilor Behling and seconded by Councilor Barber to consult with the attorney for advice on WSA#3 at 8:10. The motion was adopted by 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays. The board returned to the meeting at 8:30.

There was a discussion on the easement for WSA#3, eminent domain, and a monetary agreement.

     Resolution 2016 -49 WSA#3 Easement

A motion was made by Supervisor Anderson and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.

Resolved the Mexico Town Board authorizes the attorney to send a registered letter to the owner of the property for the easement that is required for WSA#3 and to offer $1,500 and to give them one (1) week to respond.

     Resolution 2016 50 Audit of Claims

A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays. Councilor Barber asked what sewer relevy was on the abstract. Town Clerk Dishaw explained what it was.

Resolved that the bills for Abstract 5 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 119 to 149            $24,855.40

General B Fund                      voucher # 32 to36                   $2,910.91

Highway Fund                        voucher # 57 to 69              $310,516.51

Water Fund                             voucher # 6                                 $497.14

Special Districts                     voucher # 8 to 9                      $1,347.24

Capital                                     voucher # 5 to 6                      $6,836.72

A motion was made by Councilor Barber and seconded by Councilor Partrick to adjourn at 8:44. The motion was adopted by 4 ayes; Anderson, Behling, Barber and 0 nays.
