Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.

Resolution 2016-101 Approval of Minutes

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the October 10, 2016 town board meeting.

Town Clerk – A motion was made by Councilor Behling and seconded by Councilor Barber to accept the town clerk report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Dog Control Officer– A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Zoning Officer / Building Inspector – A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Community Park A motion was made by Councilor Behling and seconded by Councilor Partrick to approve the park manager’s report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Mexico Point Park – none

Supervisor A motion was made by Councilor Behling and seconded by Councilor Greenway to approve the supervisor’s report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Resolution 2016-102 Payroll

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the October payroll.

Water Update – Water lines should be installed by December 2nd.Letters to homeowners for hook up should go out in December. The project will be about $40,000 under budget.

Resolution 2016-103 WD#3 to Adjust Budget Items for Wetland Delineation

A motion made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

WHEREAS, the wetland delineation is now final and is higher than currently budgeted; and

WHEREAS, there are sufficient contingency funds remaining for this increase in wetland delineation services for Water Service Area #3;

NOW, THEREFORE, BE IT RESOLVED, that the Supervisor of the Town of Mexico is authorized on behalf of the Town Board of the Town of Mexico to increase the Wetland Delineation Budget amount from $4,800 current boring budget to a new total amount for project wetland delineation costs of $10454.40, which is a $5,654.40 increase; due to actual cost incurred, (copies of which are to be filed with the Town Clerk), for the Water Service Area #3.

Resolution 2016-104 WD#3 to Adjust Budget Items for Easement

A motion made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

WHEREAS, the final design required a permanent easement be purchased on Scott and Jodi Barck’s property; and

WHEREAS, there are sufficient contingency funds remaining for this Lands and Rights-of-way cost for Water Service Area #3;

NOW, THEREFORE, BE IT RESOLVED, that the Supervisor of the Town of Mexico is authorized on behalf of the Town Board of the Town of Mexico to increase the Lands and Rights-of-way budget amount from $0 current Lands and Rights-of-way budget to a new total amount for project Lands and Rights-of-way costs of $1,500 due to actual cost incurred, (copies of which are to be filed with the Town Clerk), for the Water Service Area #3

Resolution 2016-105 Budget

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2017 Budget.

 Resolution 2016-106 Local Law for Overriding the Tax Levy

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves Local Law 2 of 2016 to Override the Tax Levy..

Resolution 2016-107 Fire Contract

A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2017 fire contract.

Resolution 2016-108 Ambulance Contract

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2017 ambulance contract.

Resolution 2016-109 Library Contract

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board approves the 2017 library contract

Resolution 2016-110 Highway BAN

A motion made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the payment due on December 24, 2016 of $21,600 plus interest on the Highway Garage Insulation BAN and to BAN for the balance.

Resolution 2016-111 Clock TowerBAN

A motion made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the payment due on December 11, 2016 of $45,800 plus interest on the Clock Tower BAN and to BAN for the balance.

Resolution 2016-112 Labor Contract

A motion made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the union contract

Resolution 2016-113 Standard Work Day Elected & Appointed Officials

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approve corrections to the resolution. Resolution is filed in the town clerk’s office.

Schneider’s Lil Salmon Inn filed a renewal for their liquor license.

Resolution 2016-114 Meat Processing Plant

A motion was made by Councilor Barber and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board scheduled a Public Hearing for December 12, 2016 at 7:15 pm for the Local Law Regulating Meat Processing in the Town of Mexico at the Town Hall, 64 South Jefferson Street, Mexico, NY 13114. The meat processing plant will be allowed in areas A1, C1 and C2 limiting the number of animals butchered to 300 per month.

Resolution 2016-115 Purchase a Freezer for Community Park

A motion made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the purchase of a freezer for the Community Park not to exceed $494.

Resolution 2016-116 Fence Repairs at Community Park

A motion made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves cost of the fence repairs at the Community Park not to exceed $1,600.

Resolution 2016 117 Audit of Claims

A motion was made by Councilor Behling and seconded by Council Greenway to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved that the bills for Abstract 11 have been reviewed by the Town Board and are authorized for payment in the following amounts:
