Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.

Resolution 2016-89 Approval of Minutes

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the September 12, 2016 town board meeting.

Public Comment and Concerns:

Comments and concerns were about a town wide cable area.

Town Clerk – A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the town clerk report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Dog Control Officer– none
Zoning Officer / Building Inspector – A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Community Park A motion was made by Councilor Partrick and seconded by Councilor Barber to approve the park manager’s report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Mexico Point Park – none
Supervisor A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the supervisor’s report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Assessor A motion was made by Councilor Behling and seconded by Councilor Greenway to approve the assessor’s report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Partrick asked if everyone was getting the $186 Star Exemption check in the mail. Maxwell said everyone would get the check that is enrolled in the STAR program.

Resolution 2016-90 Payroll

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the September payroll.

Water Update – A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Presentation

Carmen Branca from New Visions Cable gave a presentation on town wide cable. The cost would be between $94 and $160 if bundled. He explained fiber optic and the process to connect to New Visions. A committee will be formed and more information will be available once the committee is formed.

Resolution 2016-91 Meat Processing Plant

A motion was made by Supervisor Anderson and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes Attorney Nelson to research the Local Law #5 of 2003, and amend Section 421 prohibiting slaughterhouses to allow meat processing plants.

Resolution 2016-92 Operation Reindeer Proclamation

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board approves the following proclamation:

Whereas, Christmas is a time for our community to show a spirit of caring for all citizens, and
Whereas, Operation Reindeer has displayed this spirit of giving by distributing toys to needy children, and
Whereas, The spirit of giving by Operation Reindeer is an important part of our holiday season,
Now Therefore, I, David Anderson, Supervisor of the Town of Mexico, do hereby declare that November and December shall be proclaimed as Operation Reindeer Months in the Town of Mexico and do hereby urge all our citizens to participate in this most worthwhile endeavor by making donations to this worthy cause.
In Witness therefore, I have hereto set my hand and seal of our town this October 10, 2016.

Resolution 2016-93 Schedule Public Hearing for Budget, Fire and Ambulance

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board scheduled a Public Hearing for November 11, 2016 at 7:00 pm for the Budget, 7:15 pm for the Fire Contract, and 7:30 pm for the Ambulance Contract at the Town Hall, 64 South Jefferson Street, Mexico, NY 13114.

Resolution 2015-94 Schedule Public Hearing for Local Law 1 of 2016, Overriding Tax Cap

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board scheduled a Public Hearing for November 10, 2016 at 7:35 pm for the Local Law #1 of 2016, Overriding Tax Cap at the Town Hall, 64 South Jefferson Street, Mexico, NY 13114.

Supervisor Anderson said the 3rd Quarterly Report was for the board’s review.

Resolution 2016-95 2015 Truck BAN

A motion made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the payment due on October 26, 2016 of $5,160 plus interest on the 2015 Ford truck and to BAN for the balance.

Resolution 2016-96 John Stevens EDU

A motion made by Councilor Behling and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the reduction of the EDU charge to $12.00. The reduction will be changed to the current EDU amount if the property is sold.

A motion was made by Councilor Behling and seconded by Councilor Partrick to tabe the Caretaker’s Agreement until the November meeting. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2016-98 WD#3 to Adjust Budget Items

A motion made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

WHEREAS, the boring cost is now final and is higher than currently budgeted; and

WHEREAS, there are sufficient contingency funds remaining for this increase in boring services for Water Service Area #3;

NOW, THEREFORE, BE IT RESOLVED, that the Supervisor of the Town of Mexico is authorized on behalf of the Town Board of the Town of Mexico to increase the Boring Budget amount from $3,252 current boring budget to a new total amount for project boring costs of #3,301, which is a $49 increase; due to actual cost incurred, (copies of which are to be filed with the Town Clerk), for the Water Service Area #3.

Resolution 2016 99 Audit of Claims

A motion was made by Councilor Behling and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved that the bills for Abstract 10 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 293 to 321              $ 17,835.00
General B Fund                      voucher # 64 to 68                  $   2,769.63
Highway Fund                         voucher # 152 to 162              $ 24,873.27
Capital                                       voucher # 17 to 19                  $189,619.73
Water                                             voucher # 11 to 12                  $    729.25

A motion was made by Councilor Partrick and seconded by Councilor Behling to adjourn at 9:13. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
