Supervisor Anderson opened the regular Town Board meeting at 7:33 with the Pledge of Allegiance.

Resolution 2016-79 Approval of Minutes

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the August 8, 2016 town board meeting.

 Public Comment and Concerns:

Comments and concerns were about initiating a speed limit on Mexico Point Drive, water on Rice Road and a town wide cable area.

Town Clerk – A motion was made by Councilor Behling and seconded by Councilor Barber to accept the town clerk report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays
Dog Control Officer– A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays
Zoning Officer / Building Inspector – A motion was made by Councilor Partrick on and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays
Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays

Supervisor A motion was made by Councilor Behling and seconded by Councilor Barber to approve the supervisor’s report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays

Resolution 2016-80 Payroll

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the August payroll.

Water Update – A motion was made by Councilor Behling and seconded by Councilor Barber to approve the report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays

Resolution 2016-81 Water District #3 Wetland Delineation

A motion was made by Councilor Barber and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves a Baseline Wetland Delineation Report by Terrestrial Environmental Specialists not to exceed $4,500.

Resolution 2016-82 Addition to WD #2

A motion was made by Supervisor Anderson and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the agreement to include Willard Comley of Frazier Road to be included in WD#2.

Resolution 2016-83 Resignation

A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the letter of resignation by Matthew Beck for the Zoning Board of Appeals.

Resolution 2016-84 Bargaining Agreement

A motion made by Councilor Behling and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the new bargaining agreement.

Resolution 2016-85 Speed Limit on Mexico Point Drive

A motion made by Councilor Behling and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays

Resolved the Mexico Town Board approve to change the speed limit on Mexico Point Drive to 40 MPH.

Resolution 2016-86 Purchase Overhead Door

A motion made by Councilor Behling and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approve the purchase of an n overhead door for the highway garage not to exceed $3,000.

Resolution 2016-87 Standardize Meters for WD#3

A motion made by Councilor Behling and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.

WHEREAS, the Town of Mexico purchases water and Operation & Maintenance (O&M) Services from the Village of Mexico for Water Service Area #3, and

WHEREAS, the Town Board of the Town of Mexico is desirous of standardizing their water meter system to Master Meters or Sensus Meters as required by the water supplier for this service area.

NOW, THEREFORE, BE IT RESOLVED, that the Town Council of the Town of Mexico will purchase specific Master Meters or Sensus Meters water meter systems with radio remotes, as required by the water supplier for Water Service Area #3.

Councilor Partrick suggested monitoring the parking at the Mexico Point Park during special events and having cars towed if parked in a no parking zone.

Resolution 2016 88 Audit of Claims

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays.
Resolved that the bills for Abstract 9 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 262 to 292              $ 23,240.01

General B Fund                      voucher # 58 to 63                  $   9,966.75

Highway Fund                         voucher # 132 to 151              $ 66,923.33

Capital                                      voucher # 14 to 16                  $328,040.19

Water                                          voucher # 10                           $ 30,525.42

Special District                            voucher # 13 to 15                  $ 1,954.01

A motion was made by Councilor Behling and seconded by Councilor Barber to adjourn at 8:26. The motion was adopted by a vote of 4 ayes, Anderson, Behling, Barber, Partrick and 0 nays
