Minutes of the Regular Meeting
Held September 14, 2015 at the Town Hall Commencing at 7:30 P.M.

Supervisor Anderson opened the regular Town Board meeting at 7:32 with the Pledge of Allegiance.

Resolution 2014-79 Approval of Minutes
On motion by Councilor Greenway and seconded by Councilor Behling the following resolution was adopted by a vote of 4 ayes, Anderson, Greenway, Behling, Barber; 0 Nays and Partrick abstained.
Resolved the Mexico Town Board approves the minutes from the August 10, 2015 town board meeting.

Communications:

  1. Ernestine Hughes – Continued Support of Mercy Flight
  2. John Clancy DEC – Permit for 29 Marsden Drive
  3. NYS Tax Dept. – Final Equalization Rate
  4. Derrick Pinto – Land Donation Request
  5. Ralph Miller – Placing Road Signs on State Route 3

Public Comment and Concerns:

Craig Simplaar spoke in reference to the Appledale Farm using water directly from the hydrant.

Reports:

Town Clerk – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the town clerk reports as presented. The motion was unanimously adopted by 5 Ayes Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Dog Control Officer– A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented. The motion was adopted by 5Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Zoning Officer / Building Inspector – A motion was made by Supervisor Anderson and seconded by Councilor Behling to accept the monthly report as read. The motion was adopted by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Barber to accept the monthly report as read. The motion was adopted by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Mexico Point Park none.
Community Park – none.
Supervisor
A motion was made by Councilor Barber and seconded by Councilor Greenway to approve the monthly report as presented. The motion was adopted by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Water Report A motion was made by Councilor Barber and seconded by Councilor Partrick to approve the water report as presented. The motion was adopted by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.

Resolution 2014-80 Payroll
On a motion by Councilor Greenway and seconded by Councilor Barber the following resolution was adopted by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board approves the August payroll.

A motion was made by Councilor Greenway and seconded by Councilor Behling to table the proposal from the architect for the museum repairs until Barber meets with the architect to include the repairs to the town office. The motion was approved by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.

Resolution 2014-81    Garage BAN
On a motion by Councilor Greenway and seconded by Councilor Behling the following resolution was adopted by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board approves to pay the final payment of $90,000 plus interest on the garage BAN due on September 25th.

Resolution 2014-82 –  2014 Truck BAN
On a motion by Councilor Behling and seconded by Councilor Barber the following resolution was adopted by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board approves to pay the payment of $5,160 plus interest on the 2014 truck BAN due on October 26th and to BAN for the balance.

Anderson asked Fortier to look into the possibility of putting cattle crossing signs and buggy sign on State Route 3 by the Miller farm.

Anderson suggested the board open a capital fund and deposit the amount for paid BANs for future capital projects.

The board discussed the request for land being donated to the town. It was decided the town could not accept land without a designated purpose.

Resolution 2014-83    Audit of Claims
On motion by Councilor Greenway and seconded by Councilor Behling the following resolution was adopted by 5 ayes, Anderson, Greenway, Behling , Barber, Partrick and 0 Nays.
Resolved that the bills for Abstract 9 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                 voucher # 234 to 269              $112,032.78

General B Fund                      voucher # 55 to 59                  $2,596.30

Highway Fund                        oucher # 165 to187               $35,775.45

Special Districts                      voucher # 11 to 14                  $2,203.43

Water                                      voucher # 13 to 14                  $26,716.63

A motion was made by Councilor Partrick and seconded by Councilor Barber to adjourn at 8: 05. The motion was adopted by 5 Ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
