Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.

Resolution 2017-18 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the February 13, 2017 town board meetings.

Reports:

Town Clerk – A motion was made by Councilor Behling and seconded by Councilor Barber to accept the town clerk report as presented.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Dog Control Officer– A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Zoning Officer / Building Inspector – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the monthly report as presented. The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

The town supervisor told the audience that two highway employees were suspended for inappropriate conduct pertaining to the highway.  He thanked the attorney for her help with the issue.

Community Park none

Mexico Point Park – none

Supervisor A motion was made by Councilor Behling and seconded by Councilor Greenway to approve the supervisor’s report as presented.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2017-19 Payroll

A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the February payroll.

Supervisor Anderson said the Richland Local Law Regulating Solar Farms is for informational purposes only.

 Resolution 2017-20Primitive Cemetery Request

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the request for a $500 donation to Primitive Cemetery.

Resolution 2017-21 Sewer Letter

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes Supervisor David Anderson to write a letter to the residents of Sabill Drive concerning non-biodegradable items causing clogs in the sewer pumps.

Resolution 2017-22Water Price Increase.

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the increase to the water rates proposed by the Village of Mexico and to change to quarterly billing.

Cable Update Marty Trey said we had approximately 625 responses for the cable survey.  Tops Market approved the request for the cable committee to handout surveys.

Resolution 2017-23 WD#3 Budget Increase for Legal    

A motion was made by Councilor Greenway and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.

WHEREAS, the legal cost has exceeded current budget; and
WHEREAS, there are sufficient contingency funds remaining for this increase in legal services for Water Service Area #3;
NOW, THEREFORE, BE IT RESOLVED, that the Supervisor of the Town of Mexico is authorized on behalf of the Town Board of the Town of Mexico to increase the Legal Budget amount from $10,000.00 current legal budget to a new total amount for project legal costs of $10,237.50, which is a $237.50 increase; due to actual costs incurred, (copies of which are to be filed with the Town Clerk), for the Water Service Area #3.

 Resolution 2017-24 Post Roads

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes the highway superintendent to post roads closed to any vehicle with a gross load in excess of five (5) tons per axle.
There was a discussion on having the highway department mowing the town property.

Resolution 2017-25 Bid Lawn Mowing Services    

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes Town Clerk Liz Dishaw to bid the lawn mowing services.

Resolution 2017-26 Town Clerk Convention    

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the attendance to the Town Clerk Convention in Rochester April 23rd to 26th.

Resolution 2017-27 Local Law #1 of 2017 Regulating Meat Processing Centers    

A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves Local Law #1 of 2017.

Resolution 2017 28 Audit of Claims 

A motion was made by Councilor Greenway and seconded by Council Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved that the bills for Abstract 3 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 53 to 75                  $    21,343.68
General B Fund                      voucher # 15 to 21                  $       3,755.22
Highway Fund                       voucher # 36 to53                   $     38,578.44
Water                                      voucher # 5                             $       3,601.42
Special District                      voucher # 5 to 74                    $     33,747.88

 A motion was made by Councilor Partrick and seconded by Councilor Barber to adjourn at 8:30.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.
