Minutes of the Regular Meeting
Held April 10, 2017 at the Town Hall Commencing at 7:30 P.M.

Deputy Supervisor Behling opened the regular Town Board meeting at 7:32 with the Pledge of Allegiance.

Resolution 2017-29 Approval of Minutes
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.  Resolved the Mexico Town Board approves the minutes from the March 13, 2017 town board meetings.

Public Comment and Concerns:
The concern was that the Mexico School Project was not going out for bid which could increase the price due to having no competition. The school board is not doing their fiduciary responsibility.

Reports:
Town Clerk – A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the town clerk report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Dog Control Officer– A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Zoning Officer / Building Inspector – A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Highway Superintendent – A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

There was a discussion about the highway mowing the cemeteries.

Community Park – Richard Diehl said the park would hold clean up on April 22nd. The park would open on May 6th. Diehl asked for fill to finish the front of the park. A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Mexico Point Park – Councilman Partrick said the lake is high and is almost to the flag pole. The erosion is getting worse. He asked if the state had any say in what was happening at the park. The state controls some of what happens.

Supervisor A motion was made by Councilor Barber and seconded by Councilor Greenway to approve the supervisor’s report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.

Resolution 2017-30 Payroll
A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.  Resolved the Mexico Town Board approves the March payroll.

Resolution 2017-31Planning and Zoning Educational Training
A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the request for training instructed by the Zoning Board Chairman as an “acceptable training course” for the Planning and Zoning boards on the 4th Mondays in May and June of 2017, 2 hours each.

Resolution 2017-32 Gradall BAN
A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves to BAN for the Gradall in the amount of $57,800 due April 28, 2017 and to BAN for the balance.

The Quarterly Report is for the review of the Board.

Resolution 2017-33 Highway Superintendent Training
A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.  Resolved the Mexico Town Board approves the attendance of the highway superintendent for training.

Resolution 2017-34 Authorize Recyclable Cleanup
A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays.  Resolved the Mexico Town Board schedules a cleanup day for recyclables to be held in May at the highway garage.

There was a discussion about having the highway mow the town properties.

The bids for the lawn mowing were opened.

Resolution 2017-35 Lawn Mowing Services
A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.  Resolved the Mexico Town Board authorizes Highway Superintendent Marsden to purchase lawn mowing equipment, not to exceed $7,700 for the mowing of the park, cemeteries and other town property. The hours to mow are to be tracked.

Resolution 2017 36 Audit of Claims
A motion was made by Councilor Greenway and seconded by Council Behling to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.  Resolved that the bills for Abstract 4 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                      voucher # 76 to 96                 $   15,4943.85

General B Fund                      voucher # 22 to 26                $       2,954.98

Highway Fund                        voucher # 54 to 67                   $  19,530.78

Water                                        voucher # 6                             $         269.99

Special District                        voucher # 8                             $        430.29

A motion was made by Councilor Behling and seconded by Councilor Partrick to adjourn at 8:46. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
