Present: Mayor Grimshaw, Trustees: Linerode, Harter, Hotchkiss and Emery, Arthur Babcock, Justin Herrington, John Power, Jack Proud, Greg Britton (arrived at 6:18) and Attorney Mowry (arrived at 6:15)
Mayor Grimshaw called the regular meeting to order at 6:00 pm.
The Minutes of the Regular Meeting of February 1, 2017 were approved on motion of Trustee Emery, all aye.
The following claims were approved for payment on motion of Trustee Hotchkiss, all aye:

Reports were given by Arthur Babcock Zoning/Code Enforcement Officer, John Power/Village Administrator, and Mayor Grimshaw on behalf of Greg Britton /Water & WWTP Superintendent.
Jack Proud, Oswego County Legislator for the 7th District presented Mayor Grimshaw with a copy of “The History of Oswego County, N.Y.” book. This book was created by local historians and the Oswego County Bicentennial Committee.
The Board filed and verified the Final Assessment Roll on motion of Trustee Harter, all aye.
On motion of Trustee Harter, all aye, the Public Hearing on the proposed 2017-2018 Village Budget will be held on April 5, 2017 at 6:00 pm at the Village Hall, 3236 Main Street, Mexico, NY.
On motion of Trustee Hotchkiss, all aye, the Board will hold a public hearing immediately following the public hearing on the proposed 2017-2018 Village Budget to amend Local Law #2 of 2012 with Local Law #2 of 2017 entitled “To impose a service charge for trash and recyclable pickup from any tax exempt property, owner of which chooses to avail itself of such service by the Village and to impose such charge on any tax parcel wherein the principal residence or structure is outside the Village limits but a portion of the tax parcel is within the Village”.

On motion of Trustee Hotchkiss, all aye, the following Resolution was passed for “Unified Solar Permit application”:
I, Traci Wallace, Village Clerk for the Village of Mexico do hereby certify that the following is a true and correct transcript of a resolution adopted by the Village Board at a regular meeting on March 1, 2017:
WHEREAS, the Village of Mexico has recognized the importance of renewable sources of energy for the benefit of all its citizens and for various applications in the community; and
WHEREAS, in 2013, the NY-Sun Initiative, a public-private partnership fostered by the State of New York, in an effort to drive the growth of the use of affordable solar power and solar technology for State residents has been established; and
WHEREAS, the New York State Energy Research and Development Authority (NYSERDA) is offering financial incentives and assistance to municipalities who demonstrate a willingness to adopt a user friendly and streamlined process for the installation of solar energy equipment to particular parcels in those municipalities; and
WHEREAS, participation in the NYSERDA program requires the adoption of the New York State Unified Solar Permit Process; and
WHEREAS, The Village of Mexico Code Enforcement Officer has advised the Village Board that the proposed New York State Unified Solar Permit Process is consistent and compatible with the Village’s Zoning Code and other permitting practices; and
WHEREAS, the Village of Mexico desires to participate in the support of the use of solar energy as a renewable energy source in the Village; and
WHEREAS, the adoption of a standardized residential/small business solar permit process for the Village of Mexico is a Type II action under State Environmental Quality Review (SEQR),
NOW, THEREFORE, BE IT RESOLVED, that the Village Board of the Village of Mexico hereby adopts the New York State Unified Solar Permit Process from NY-Sun Solar Powering New York, as more fully set forth Schedule “A” (on file in the Village Clerk’s Office); and it is further
RESOLVED, that the Village of Mexico establishes a non-refundable permit fee for such permits based on the projects total cost.
