REGULAR MEETING – 6:00 PM

Absent: Trustee Hotchkiss

Mayor Grimshaw called the Regular meeting to order at 6:00 pm.

The Minutes of the Regular Meeting of October 4, 2017 were approved on motion of Trustee Linerode seconded by Trustee Harter, all aye.

The following claims were approved for payment on motion of Trustee Emery seconded by Trustee Harter, all aye:

Reports were given by Mayor Grimshaw on behalf of Arthur Babcock Zoning/Code Enforcement Officer, John Power/Village Administrator, and Greg Britton /Water & WWTP Superintendent

On motion of Trustee Harter, all aye, the Board certified the account of Unpaid 2017 Village Taxes to be re-levied onto the 2018 County Taxes.

On motion of Trustee Emery, all aye, the Board designated the offices of Two Trustees for 2-year terms, open for election on March 20, 2018.

On motion of Trustee Linerode, all aye, the Board has tabled the Town of New Haven water agreement until all changes are made.

On motion of Trustee Harter, all aye, the Board has agreed to use $8,500.00 for tree removal and stump grinding from the Non-Expendable Cemetery account to pay Tree landers Tree Service LLC.

 

The following resolution was passed unanimously:

RESOLUTION

NOW, THEREFORE, on motion of Trustee Harter, second Trustee Linerode,

BE IT RESOLVED, as follows:

“RESOLVED that the Board of Trustees of the Village of Mexico at this time actively opposes the NYS Department of Environmental Conservation’s suggestion/recommendation to apply for a grant to remove the dam on State Route 104 East owned by the Village Of Mexico on the Little Salmon River.  The dams on Little Salmon River positively preserve an active fishery and promote a means of recreation by boats and kayaks for residents and guests.”

 

On motion of Trustee Emery, seconded by Trustee Harter, all aye the following resolution was passed:

 

BOND RESOLUTION OF THE VILLAGE OF MEXICO, NEW YORK ADOPTED NOVEMBER 1, 2017 AUTHORIZING THE PURCHASE OF A NEW AND UNUSED 2018 PICKUP CHEVROLET PICKUP TRUCK 3500 HD 1 LT REG CAB WITH ATTACHMENTS FOR $36,756.50, APPROPRIATING SAID AMOUNT THEREFOR, AUTHORIZING THE ISSUANCE OF SERIAL BONDS TO FINANCE SAID APPROPRIATION AND BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SAID BONDS.

 

At a Regular Meeting of the Board of Trustees of the Village of Mexico held on the 1st day of November 2017, there were present: Mayor Terry Grimshaw, and Trustees Susan Linerode, Robert B. Harter, and James Emery, constituting a quorum.  There was absent Trustee James Hotchkiss.

Resolution by Trustee Emery seconded by Trustee Harter

Whereas, the Board of Trustees of the Village of Mexico, by resolution and as part of its budget did authorize the purchase of a new 2018 Silverado Pickup Truck with plow and attachments, and , whereas the low bid for same has been received in the amount of $36,756.50.

Now, therefor, be it resolve:

1.       The specific object or purpose for which obligations are to be issued pursuant to this resolution is to purchase said 2018 Chevrolet Pickup truck for use by the Village Highway Department, same being inclusive of attachments named above.

2.      The maximum cost of such motor vehicle and apparatus is $36,756.60 and the plan of financing is to issue serial bonds in said amount, but, in anticipation of the issuance of serial bonds, to issue bond anticipation notes, the first such note to be in the amount of $36,756.50 payable to the order of Pathfinder Bank, 214 West First Street, Oswego, NY with interest at the rate of 3.60% per annum from the date of issuance to become due one year after the date issuance, with no right of prepayment.

3.      The following determinations are hereby made:

a)      The period of probable usefulness of such vehicle and equipment is five years;

b)      The subdivision of Paragraph A of Section 11.00 of the Local Finance Law which is applicable is Subdivision 29.

c)      The power to prescribe the term of the notes herein described and any bonds hereafter issued is hereby delegated to Traci Wallace, Village Treasurer and Chief Fiscal Officer of the Village, it being anticipated that closing will occur on or about November 16, 2017 bond anticipation to become due on year after issuance.

 

Upon being put to a vote, the foregoing resolution was adopted by the following vote:

            Ayes:    Trustees Linerode, Harter and Emery and Mayor Grimshaw,

            Nayes: None

The motion was duly declared adopted.

On motion of Trustee Harter, seconded by Trustee Linerode, all aye, the following resolution was passed:

 

BOND RESOLUTION OF THE VILLAGE OF MEXICO, NEW YORK ADOPTED NOVEMBER 1, 2017 AUTHORIZING THE PURCHASE OF A SIDEWALK PLOW FOR REMOVING SNOW AND ICE FROM THE PUBLIC SIDEWALKS, WAYS AND PARKING AREAS OF THE VILLAGE OF MEXICO, NEW YORK, STATING THE MAXIMUM ESTIMATED COST THEREOF IS $139,053., APPROPRIATING SAID AMOUNT THEREFOR, AUTHORIZING THE ISSUANCE OF SERIAL BONDS TO FINANCE SAID APPROPRIATION AND BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SAID BONDS, AND AUTHORIZIING ANY AMOUNT RECEIVED FROM THE STATE OF NEW YORK TOWARD SAID PURCHASE OR OTHERWISE TO BE EXPENDED TOWARD THE COST OF SAID SPECIFIC OBJECT OR PURPOSE OR REDEMPTION OF ANY BONDS OR NOTES ISSUED THEREFOR AND DELEGATING THE POWER TO ISSUE SAID BONDS OR NOTES IN ANTICIPATION THEREOF TO TRACI WALLACE, VILLAGE TREASURER AND CHIEF FISCAL OFFICER

At a regular meeting of the Board of Trustees of the Village of Mexico held on the 1st day of November 2017 there were present:  Mayor Grimshaw and Trustees Linderode, Harter, Emery constituting a quorum. Absent Trustee Hotchkiss.

 

Resolution by Trustee Harter seconded by Trustee Linderode

Whereas, the Board of Trustees of the Village of Mexico, by resolution heretofore adopted and hereby confirmed did authorize the purchase of a New and unused Prinoth SW Track Mounted Sidewalk Tractor with Endless Rubber Tracks, Universal Quick Attach Front Hitch, High Flow Hydraulics and Heavy Duty Snow Blower for the total sum of $139,053.00 and hereby provides for the payment of said $139,053.00 cost from the proceeds of obligations to be issued pursuant to the Local Finance Law; and

Whereas, $75,000 of said cost has been verbally pledged via a member item grant from the member of the NY State Senate representing the District including the Village but the Village must first pay for the item before receiving the grant, Now, therefore, be it resolve:

1.      The specific object or purpose for which obligations are to be issued pursuant to this resolution is to purchase said Prinoth Side walk with Track Mounted Sidewalk Tractor, tracks and equipment.

2.      The maximum cost of such equipment is $139,053 and the plan of financing is to issue serial bonds in said amount but, in anticipation of the issuance of serial bonds, to issue two bond anticipation notes as follows:

a.      One such note payable with interest at the rate of 3.75% per annum to be closed at Pathfinder Bank, Mexico, NY on or before November 16, 2017 payable at said bank on or before November 16, 2018, with the privilege of the Village to pay the principal balance and interest to date of payment, in full without penalty at any time before November 16, 2018, and

b.      One such note payable with interest at the rate of 3.50% per annum in the principal amount of $64,053 to closed at Pathfinder Bank on or before November 16, 2017 and payable on November 16, 2018 at said bank with no prepayment privilege.

3.      The following determinations are hereby made.

a.      The period of probable usefulness of such equipment is five years despite the fact that it could be state at 15 years;

b.      The subdivision of paragraph A of Section 11.00 of the Local Finance Law which is applicable in the circumstances is Subdivision 28.

c.       The power to sign the notes herein described is hereby delegated to the Village Treasurer, Traci Wallace, and the Chief Fiscal Officer of the Village.

 

 

Upon being put to a vote the foregoing resolution was adopted by the following vote:

Ayes:  Trustees Linerode, Harter and Emery and Mayor Grimshaw

Nayes: None

The resolution was declared adopted.

Dave Anderson addressed the Board on the length of time it has taken to get an appointment to purchase cemetery lots. This issue will be addressed by John Power and an appointment will be set for this Friday.
