Supervisor Anderson opened the regular Town Board meeting at 7:32.  

Resolution 2020-54 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the August 10, 2020town board meeting.

Reports:

Town Clerk- A motion was made by Councilor Behling and seconded by Councilor Barber to accept the August town clerk report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the August dog report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Zoning Officer / Building Inspector –A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  It was discussed putting the fee schedule for building permits on the next month’s agenda.

Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Greenway to approve the report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Community Park – The picnic tables are put together.  Greenway suggested moving forward with the dugouts.  Anderson said he would speak to Diehl and Solazzo about the water on home plate.  

Zoning Waterbury said a workshop was held to make a recommendation to the town board about changing the energy law.  The recommendation is to leave the energy law as is.  The attorney suggested making a motion to leave the law as is.   A motion was made by Councilor Partrick and seconded Supervisor Anderson to not change the energy local law.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  

Planning Weber said the Comprehensive Plan committee will be meeting at the Village Hall. The Miller sawmill on State Route 3 requires a map of the property.  The subdivision of the old Clark farm is being resolved.  The zoning officer said the law changed over a year age requiring a survey.  Dishaw said the law did not change but a survey or site plan is required to be drawn to scale as per the local law.  A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  Partrick asked where the farm was located.  Weber said on State Route 104.  Partrick asked how many parcels the property would be divided into.  Marsden said two.

 Water Commissioner – A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the August report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Assessor – A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the August report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Mexico Point Park – The roofing bid was awarded last month.  She is working with NYS Parks and Recreation to get the material.  A motion was made by Councilor Behling and seconded by Supervisor Anderson to approve the report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  

Supervisor A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the supervisor’s report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  

Resolution 2020- 59 Payrolls

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.
Resolved the Mexico Town Board approves the August payroll.

Water Update – Anderson said there was not enough money in the fund to pay the callable BAN for WD#5.  Some of the bills have been paid that have not been reimbursed from Rural Development.    The attorney suggested paying off the loan so further interested would not be charged.  She said the meters have been ordered but are held up due to COVID.

Resolution 2020- 60 BAN for WD#5

A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution.   The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.
Resolved the Mexico Town Board approves the the payment of the BAN for WD#5. 

Water Tower Cleaning – The bids for the Tower cleaning are:

Hunt $29,000

Resolution 2020-61 Tower Cleaning

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.
Resolved the Mexico Town Board approves the bid for $6,500 for the water tower cleaning submitted by Atlantic Underwater.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

There was a discussion about solar farms in the M2 area.

Sexual Harassment training must be done annually.  The attorney will research available webinars.  Dishaw said the training at Tug Hill for the Zoning and Planning Boards was cancelled this year.  She asked if the training could be waived for this year.  Anderson said he would contact Marcia DeLong to see if the was any online training

Clock UpdateBarber said he has a meeting on Wednesday to look at the clock.  A motion was made by Councilor Behling and seconded by Councilor Greenway to look into converting the clock to digital.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  

Information cannot be updated on the website.  The village and the town will share the cost of having it repaired.

Resolution 2020-62Capital Reserve Fund

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes   Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the transfer of $90,000 to the Capital Reserve Fund.

Resolution 2020-63 Audit of Claims 

A motion was made by Councilor Partrick and seconded by Councilor Barber to approve the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick Greenway and 0 nays.
Resolved that the bills for Abstract 9 have been reviewed by the Town Board and are authorized for payment in the following amounts:
