Supervisor Anderson opened the regular Town Board meeting at 7:33.  

Resolution 2020-54 Approval of Minutes

A motion was made by Councilor Barber and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, and Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the June 8, 2020town board meeting.

Public Comment and Concerns:  Is Water District #5 getting water from the tank on State Route 104, is there cost for meters, emergency shutoff charges for water, legal fees for lawsuit with Oswego County, highway department not advertising for employment, and nepotism in various departments of the town.

Reports:

Town Clerk/ Tax Collector/ Water Clerk- A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the June town clerk/water clerk reports as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.

Dog Control Officer- A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the April and May dog control reports as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, and Partrick and 0 nays

Zoning Officer / Building Inspector–A motion was made by Councilor Behling and seconded by Councilor Barber to table the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, and Partrick and 0 nays.

 Highway Superintendent – A motion was made by Councilor Barber and seconded by Councilor Partrick to table the June report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, and Partrick and 0 nays.  

Community Park – Park Manager asked permission to have the Community Park closed for the remainder of the year and to cancel fall soccer.  A motion was made by Supervisor Anderson and seconded by Councilor Barber to cancel fall soccer.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, and Partrick and 0 nays.  A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the June report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, and Partrick and 0 nays.  

Mexico Point Park –Chepko-Sade said the park is still open but the big events are cancelled.  Casey’s Cottage is closed but the swimming is opened.  Partrick said the parking lot needs stone.  Chepko-Sade said she would like to have a contractor consulted before they begin work.

Anderson said the Eagle Scouts will be doing a project at the park.  A motion was made by Supervisor Anderson and seconded by Councilor Partrick to move ahead with the Eagle Scout project.  A motion was made by Supervisor Anderson and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.

Water Commissioner – A motion was made by Councilor, and seconded by Councilor Partrick to accept the June report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, and Partrick and 0 nays.  

Planning and Zoning Weber said the board met at the court.  The committee for the Comprehensive Plan will meet July 22 at 6:00.  The zoning board met at the court on July 20th.  A motion was made by Councilor Behling and seconded by Councilor Barber to approve the report as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays. 

Supervisor A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the June supervisor’s reports as presented.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays. 

             Resolution 2020- 55 Payrolls

 A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the June payroll.

Water Update – Yerdon said the WD#5 issues will be corrected once the contractors can resume work.  The meters are ordered for WD#5.  The testing was not completed due to the pumphouse getting struck by lightning.   The funding has been submitted for WD#6.  The interest rates are low.  Anderson asked if the complaint on Grandview was addressed.  Yerdon said it has been completed.

A motion was made by Supervisor Anderson and seconded by Councilor Behling to approve the water report.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.

Anderson asked if there was an update on the Board of Assessment Review.  Dishaw said no.

Resolution 2020-56 2019 Audit

A motion was made by Councilor Barber and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the 2019 Audit Report submitted.

Resolution 2020-57 Casey’s Cottage Roof Repairs

 A motion was made by Councilor Behling, and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes Town clerk Dishaw to advertise for bids to repair the roof on Casey’s Cottage.  The bids are due 12 noon on August 10, 2020 at 64 South Jefferson Street, Mexico. NY

Resolution 2020-58 Western Star  BAN 

 A motion was made by Councilor Partrick, and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the payment on the Western Star truck in the amount of $39,735 due on August 8, 2020 and to BAN for the balance.

Resolution 2020-59 Holland Tractor  BAN 

 A motion was made by Councilor Behling and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.             Resolved the Mexico Town Board approves the payment on the Holland tractor in the amount of $20,993 due on August 8, 2020 and to BAN for the balance.

 Resolution 2020-60 Sale of Gillette Road Grave Bed  

A motion was made by Supervisor Anderson and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 3 ayes Anderson, Behling, Barber,0 nays and Partrick abstained.
Resolved the Mexico Town Board agrees to contract with the local realtor to list the Gillette Road gravel bed for $33,500.  The property is 24+ acres. 

Resolution 2020-61 Picnic Tables

 A motion was made by Councilor Partrick and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Town of Mexico approves the purchase of twenty-eight (28) picnic tables.  The Community park would get twelve (12) and Mexico Point Park would get sixteen (16).  Not to exceed $17,300.

 Resolution 2020-62 Purchase Computer

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approved the purchase of a computer not to exceed $1,200.

The 2nd Quarterly Report is for the boards review.

 Resolution 2020-63 Sell Highway Truck

A motion was made by Councilor Behling and seconded by supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes the highway superintendent to advertise the truck on Auctions International.

Resolution 2020-64 Audit of Claims 

A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the following resolution.  The motion was adopted by a vote of 4 ayes Anderson, Behling, Barber, Partrick and 0 nays.
Resolved that the bills for Abstract 7 have been reviewed by the Town Board and are authorized for payment and to reaffirm Abstract 6 in the following amounts:
