Deputy Supervisor Behling opened the regular Town Board meeting at 7:30. 

 Resolution 2020-54 Approval of Minutes

A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the July 8, 2020town board meeting.

Public Comment and Concerns:  Concerns were about the county lawsuit, conditions of county roads in winter and water district #5 restoration.

Reports:

Town Clerk/ Tax Collector/ Water Clerk- A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the June town clerk/water clerk reports as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick Greenway and 0 nays.

 Dog Control Officer- none

Zoning Officer / Building Inspector –A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick Greenway and 0 nays.  Partrick discussed changing the fee schedule for building permits.

Highway Superintendent – A motion was made by Councilor Partrick and seconded by Councilor Greenway to approve the report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick Greenway and 0 nays. Barber asked questions about paving roads.  

 Community Park – none.  

Mexico Point Park –Chepko-Sade said there are complaints about the condition of the park.  A bench was donated to the park.    

Planning and Zoning Weber said the Comprehensive Plan committee is meeting monthly. A house was built on State Route 104 making two houses on one property which is against the local law.  A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick, Greenway and 0 nays.  

Waterbury said a special meeting was held in July to make a recommendation to the town board about changing the energy law.  A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick, Greenway and 0 nays.  

 Water Commissioner – A motion was made by Councilor Partrick, and seconded by Councilor Behling to accept the June report as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick, Greenway and 0 nays.

Supervisor A motion was made by Councilor Greenway and seconded by Councilor Partrick to approve the June supervisor’s reports as presented.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick Greenway and 0 nays.  

Resolution 2020- 55 Payrolls

A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick, Greenway and 0 nays.
Resolved the Mexico Town Board approves the July payroll.

Water Update – Yerdon said the WD#5 is completed.  The letters notifying those in the district to hook up will be going out soon.

A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the water report.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick, Greenway and 0 nays.

Clock Update – Barber said he spoke to Mike Harris about changing the clock to a digital clock.  He should have more information next month.

Resolution 2020-56 Casey’s Cottage Roof Repairs

The bids were opened for the roof repairs.  Spereno Construction bid was $36,500 for matching shingles and $41,000 for shingles described in the bid packet.

A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick Greenway and 0 nays.
Resolved the Mexico Town Board approves the bid for $36,500 for matching shingles submitted by Spereno Construction.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick, Greenway and 0 nays.

Executive Session

A motion was made by Councilor Greenway seconded by councilor Behling to go into executive session at 8:42 to discuss sale of town property.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick, Greenway and 0 nays.
They came out of executive session at 8:52.

Resolution 2020-57 Sale of Gillette Road Grave Bed  

A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 3 ayes Behling, Barber, Greenway, 0 nays and Partrick abstained.
Resolved the Mexico Town Board accepts the offer of $34,500 from Jack and Liliann Kuczewski for the town gravel bed on the corner of Gillette and Pump House Roads.

Resolution 2020-58 Audit of Claims 

A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the following resolution.  The motion was adopted by a vote of 4 ayes Behling, Barber, Partrick Greenway and 0 nays.
Resolved that the bills for Abstract 8 have been reviewed by the Town Board and are authorized for payment in the following amounts:
