Deputy Supervisor Behling opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.
Resolution 2018-12 Approval of Minutes
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Behling, Greenway, Barber, Partrick, and 0 nays.
Resolved the Mexico Town Board approves the minutes from the January 8, 2018 town board meeting.

Public Comment and Concerns:
A model of the McAuslan Hall was presented to the Town of Mexico from the Masons.
Reports:
Town Clerk – A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the town clerk report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
Dog Control Officer– A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
Zoning Officer / Building Inspector – A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
Highway Superintendent – A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays. Behling asked for a report on the Mexico Point Park water problem. Marsden said a meter pit with a pressure reducing valve was installed.
Community Park – none.

Supervisor –A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the supervisor’s report as presented. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
Resolution 2018-13 Payroll
A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board approves the January payroll.
Water Update-There was a discussion on whether landlocked property should be charged an EDU. Attorney Nelson said as per the State Comptroller something should be charged. EDU charged would be addressed next month.
Legislator- Brad Trudell introduced himself and informed the board as to the projects and issues in front of the County Legislator.
A plaque was given to Kay Detor from the town for the many years of service as court clerk.
Resolution 2018-14 Locks on Town Hall and McAuslan Hall
A motion was made by Councilors Partrick and seconded by Councilor Behling to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes the changing of the locks on McAuslan Hall and the town hall not to exceed $1,100.00 pending a second quote be obtained.
Resolution 2018-15 Local Law #2 of 2018
A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by 4 ayes; Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board schedules a public hearing for Local Law #2 of 2018, Repeal the Wind Energy Law to be held on March 12, 2018 at 64 South Jefferson Street, Mexico, NY 13114 at 7:15 PM.
Marcia DeLong, Clerk to the Supervisor explained that NYS has asked the town to take part in the LUCA Project. The project would assist the town in acquiring grants and is a prerequisite to the 2020 census.
Resolution 2018-16 Correction to Standard Work Day
A motion made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays
Resolved the Mexico Town Board corrects the standard work day report for Richard Diehl.
Resolution 2018-17 Full Time Status
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 3ayes, Greenway, Barber, Partrick 0 nays and Behling abstained.
Resolved the Mexico Town Board upgrades the position of clerk to the supervisor to full time for retirement purposes.
There was a water request to be added to Water Service area #5.
Resolution 2018 18 Audit of Claims
A motion was made by Councilor Greenway and seconded by Council Behling to accept the following resolution. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
Resolved that the bills for Abstract 2 have been reviewed by the Town Board and are authorized for payment in the following amounts:
General A Fund voucher # 27 to 55 $ 72,914.60
General B Fund voucher # 11 to 21 $ 9,188.76
Highway Fund voucher # 19 to 44 $ 130,227.83
Water voucher # 4 to 5 $ 194,464.50
Special Districts voucher # 1 to 3 $ 253,837.96
A motion was made by Councilor Greenway and seconded by Councilor Behling at 8: 38 to adjourn. The motion was adopted by a vote of 4 ayes, Greenway, Behling, Barber, Partrick and 0 nays.
