Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.  

 Resolution 2020-1 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.

Resolved the Mexico Town Board approves the minutes from the December 9 and 27, 2019 town board meeting.

Communications:

Public Comment and Concerns:  If the highway had a full crew at night.  Highlanders broke a culvert on County Route 58 while installing the waterline.

Reports:

 Town Clerk/ Tax Collector/ Water Clerk- A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the town clerk/water clerk report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the dog control report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.   Attorney Prosachik said she was has filed a judgement against the owner of the dangerous dog.

Zoning Officer / Building Inspector–A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.

Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.  

Community Park –The Little League issue has been resolved.

Mexico Point Park –Bond said she has been getting calls for reservations.  She has had the furnace repaired at the caretaker’s cottage.  There has been damage to the park with debris washing up.  Chepko- Sade said she was going to apply for a grant for the roof at Casey’s Cottage.  A motion was made by Councilor Behling and seconded by Councilor Barber to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Water Commissioner –Grimshaw there were 261 UFPO’s this year.  The village is happy with Highlanders..  A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Planning and Zoning Weber said she is going to set up a meeting with the elders of the Amish community to discuss safety on the roads with the buggies.  Weber asked if the board had made a decision on a stipend for attending the training classes.  A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the reports as presented and to give the zoning and planning board a stipend for attending the training classes.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Waterbury said there was no meeting in December.  A motion was made by Councilor Behling and seconded by Councilor Partrick to approve the reports as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Supervisor A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the supervisor’s report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.  Behling asked if the town was ahead in finances.  Anderson said yes.  Anderson said letters have gone out to auditing firms

Resolution 2020- 2 December Payroll

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the December payroll.

Water Update

Resolution 2020-3 Pay Highlanders Construction

A motion was made by Councilor and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the payment of Form E to Highlanders Construction for water district #5.
Yerdon said he has adjusted the plans for water district #6 to include Rice Road.

Resolution 2020-4 Water District #6 Revised SEQRA

A motion was made by Councilor Behling and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the revised SEQRA for water district #6 to include Rice Road.

Resolution 2020-5 Water District #5 Construction Shutdown for Winter

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the shutdown for winter construction for water district #5 by Highlander Construction.

Resolution 2020-6 Bail Account for Unclaimed Funds

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board authorizes David Anderson to open an account for funds that have not been claimed.  All funds that have been unclaimed for six years become the property of the town.

 A motion was made by Councilor Greenway and seconded by Councilor Partrick to table the decision on the IMA between the town and village for Community Park.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Resolution 2020-7 Shoulder Machine IMA

 A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the Intermunicipal Agreement between the Town of Mexico and Town of Amboy, Town of Boylston, Town of Parish, Town of Redfield, Town of Richland, Town of Sandy Creek, and the Town of Williamstown for the shoulder machine.

Resolution 2020-8 Court Audit

 A motion was made by Supervisor Anderson and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board appoints Russell Partrick to audit the court books for 2019.

Resolution 2020-9 Caretaker for Mexico Point Park

 A motion was made by Councilor Behling and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board appoints Carrie Bond as the Mexico Point Park manager.

Resolution 2020-10 2016 Truck BAN

A motion made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves the payment for the 2016 truck BAN in the amount of $39,468 plus interest due on February 15th and to BAN for the balance.

A motion made by Councilor Partrick and seconded by Councilor Greenway to table the decision on the Redi Program.  There maximum is a $10,000 match for Dowie Dale.  The motion was adopted by a vote of 5 ayes, Anderson, Behling, Greenway, Barber, Partrick and 0 nays.

Resolution 2020-11 Waive Local Fee for Marriage Licenses for Active Duty Military

A motion made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Behling, Greenway, Barber, Partrick and 0 nays
WHEREAS, the current license fee for a marriage license charged by the Town Clerk is $40.00 with $17.50 representing the Town’s share of that fee and $22.50 representing the State share of that fee; and
WHEREAS, Subdivision 3 of Section 14-a of the Domestic Relations Law has been amended by Chapter 297 of the Laws of 1963 to provide, in relevant part, that a Town may elect to waive the fee for a marriage certificate when either of the parties making application for such certificate is a member of the armed forces of the United States on active duty; and
WHEREAS, the Town Board of the Town of Mexico has determined to waive such fee.
NOW, THEREFORE BE IT RESOLVED, that the Town Clerk is hereby directed to waive the Town’s portion of the marriage certificate fee when either of the parties seeking application for such certificate is a member of the armed forces of the United States on active duty.

Resolution 2020-12 Accessioning Card Data Input

 A motion was made by Councilor Behling and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board appoints Cindy Robert to set up the spreadsheet and to input the data for the accessioning cards.

Resolution 2020-13 Audit of Claims 

A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved that the bills for Abstract 1 have been reviewed by the Town Board and are authorized for payment in the following amounts:

General A Fund                        voucher # 1 to 21                     $    28,335.62

General B Fund                        voucher # 1to 6                        $      2,985.83

Highway Fund                          voucher # 1 to 11                     $    40,040.69

Water                                       voucher # 1                              $    62,010.00

A motion was made by Councilor Partrick and seconded by Councilor Greenway to adjourn at 9:10 pm.  The motion was adopted by a vote of 3 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
