            Supervisor Anderson opened the regular Town Board meeting at 7:30 with the Pledge of Allegiance.  

Resolution 2020-24 Approval of Minutes

A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the February 10, 2020 town board meeting.

Town Clerk/ Tax Collector/ Water Clerk- A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the town clerk/water clerk report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Dog Control Officer- A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the dog control report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays

Zoning Officer / Building Inspector–A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.

Highway Superintendent – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.  

Community Park none.

Water Commissioner –none

Mexico Point Park – Chepko-Sade said they are working on a grant proposals.  She is lining up the entertainment for the summer.  The rip-rap is done but the park is muddy.  A motion was made by Councilor Behling and seconded by Councilor Partrick to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.   Councilor Partrick suggested Julieann Parker for the position of head lifeguard.

Planning and Zoning Weber said there are no applications.  The committee is still working on the Comprehensive Plan.    Waterbury said there are no applications.  A motion was made by Councilor Partrick and seconded by Councilor Behling to approve the reports as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.  Barber asked about the saw mill on State Route 3.  The saw mill is in Richland.

Supervisor A motion was made by Councilor Greenway and seconded by Councilor Barber to approve the supervisor’s report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.  Behling asked if the town was ahead in finances.  Anderson said yes. 

 Resolution 2020- 25 February Payroll
 A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the February payroll.

Water Update – Yerdon said the winter shutdown will end on March 23, 2020.  The application for WD#6 will be sent to RD next week.  A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the monthly report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

Ryan McCune gave a presentation for a solar farm on Parish Woods Road.  He asked that the local law be changed to allow the solar farm in the M2 area.  Anderson said the zoning and planning boards would be his first step.  A motion was made by Supervisor Anderson and seconded by Councilor Greenway to refer the request to the zoning board.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. 

Resolution 2020-26 IMA

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays. Resolved the Mexico Town Board approved to add New Haven to the insurance policy as an added insurer.

Discussion on Franchise Fee

Mexico does not have a franchise agreement with Spectrum therefore the board did not believe that the fees apply to the Town of Mexico.

Resolution 2020-27 Dugouts  

 The Community Park is used by the Town of Mexico as well as the Towns of New Haven and Palermo.  It was suggested to seek a grant under shared services.  A motion was made by Councilor Partrick and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board will contact Senator Richie’s office to inquire about grants for dugouts for the Community Park.

Resolution 2020-28 Mexico Point Park Music

A motion was made by Councilor Partrick and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the payment of the music for Mexico Point Park using the funds collected for the park usage.

Resolution 2020-29  Junkyard License

A motion was made by Councilor Behling and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves renewal of the Race Junkyard License.

Resolution 2020-30 Certification Fees as Head Lifeguard

A motion was made by Councilor Partrick and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the payment of $75 for the certification fees for Julieann Parker as head lifeguard.

A motion was made by Councilor Greenway and seconded by Councilor Partrick to enter into executive session at 8:42 to discuss the possible purchase of property for a McAuslan Hall parking lot.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

A motion was made by Councilor Partrick and seconded by Councilor Barber come out of executive session at 9:07.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.

There was a discussion about the Pilot Agreement for property on Scenic Ave.

Resolution 2020-31 Parking

A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves exploration of the former McFee Building.

Resolution 2020-32 Audit of Claims 

A motion was made by Councilor Behling and seconded by Councilor Barber to approve the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved that the bills for Abstract 3 have been reviewed by the Town Board and are authorized for payment in the following amounts:
