Resolution 2020-99 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the October 12, 2020town board meeting.

Dog – A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the October report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays

Zoning Officer / Building Inspector – A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  Councilor Barber asked that C/O’s be put on the report.

Community Park – Councilor Barber asked if a meeting could be set up with Diehl, Partrick and Barber to review the dug outs.

Mexico Point Park – A motion was made by Councilor Barber and seconded by Councilor Behling to approve the report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  

Planning Board  & Zoning Board – A motion was made by Councilor Greenway and seconded Supervisor Anderson to approve the Planning and Zoning Boards Reports.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Resolved the Mexico Town Board approves the October payroll.

Water Update

Resolution 2020 – 101 WD # 5 Change Order #4 Budget Adjustment

 A motion was made by Councilor Barber and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.
Resolved the Town of Mexico Approves the increase in the WD#5 budget by $26,415.45.

Resolution 2020 – 102 WD # 5 Change Order #5 Extension

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.
Resolved the Town of Mexico Approves the increase in the WD#5 completion date by 181 days.

Resolution 2020 – 103 WD # 5 Revise the Meter Budget

A motion was made by Councilor Barber and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.
Resolved the Town of Mexico Approves the increase in the WD#5 the meter budget to $20,955.11

 There was a discussion about including County Route 58 in a water district.

Clock Update – The company replacing the clock is coming Friday, November 13th.   It was discussed having Rombough Electric do the wiring.

Resolution 2020- 104 Post Highway Roads

A motion made by Councilor Greenway and seconded by Supervisor Anderson to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Resolved the Mexico Town Board authorizes the highway superintendent to post the town roads for no parking from December 1st to April 1st.

Resolution 2020- 105 Authorize Prepays on Abstract

A motion was made by Councilor Greenway and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
WHEREAS, National Grid bills arrive after the Town Board Meeting on occasion as do some others.
WHEREAS, To avoid late fees on bills that are not on the monthly abstract there is a need to prepay these bills
RESOLVED, that the Town Board of the Town of Mexico hereby authorizes the Clerk to the Supervisor to prepay such bills with the approval of the Town Supervisor.

Resolution 2020- 106 Tax 2nd Notice Fee

A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Greenway, Barber, Partrick and 0 Nays.
WHEREAS, The Town of Mexico send second notices for taxes to the residents
NOW, THEREFORE, BE IT
.RESOLVED, that the Town of Mexico to charge a fee of $2.00 (two dollars) to be added to the tax due on all parcels for which a second notice is sent, on or about March 15th, for the Town and County Tax bills for the year 2021.

Resolution 2020-107 Approve the 2021 Budget

Resolution 2020-109 Ambulance Contract    

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes, Anderson, Greenway, Behling, Barber, Partrick and 0 nays

Resolved the Mexico Town Board approves the 2021 ambulance contract.

 Resolution 2020-110 Library Contract    

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Behling, Greenway, Barber, 0 Nays, and 1 abstained Partrick.

Resolved the Mexico Town Board approves the 2021 library contract.

 Resolution 2020-111 Hire Part-time Employee for the Highway Department     

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by ayes; Anderson, Behling, Greenway, Barber, Partrick and 0 Nays.

Resolved the Mexico Town Board approves hiring Dustin Salisbury as a part-time employee as a wing man for the winter.

Resolution 2020-112 Hazard Mitigation Report

Executive Session

A motion was made by Councilor Greenway seconded by Councilor Partrick to go into executive session at 8:45 to discuss sale of property.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

 Resolution 2020-113 Audit of Claims

Resolved the Mexico Town Board scheduled a Public Hearing for December 7, 2020 at 7:15 pm for the Local Law #1 of 2020, Over Ride the Tax Cap at the McAuslan Hall, 3245 Main Street, Mexico, New York 13114.
