Supervisor Anderson opened the regular Town Board meeting at 7:33 with the Pledge of Allegiance.  

Resolution 2020-64 Approval of Minutes

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.
Resolved the Mexico Town Board approves the minutes from the September 14, 2020 town board meeting.

Public Comment and Concerns:  Concerns were Water District #6 and traffic on intersections on Main Street and Church Street.

Reports:

Town Clerk- A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the September town clerk report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Zoning Officer / Building Inspector –A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays. 

Highway Superintendent  A motion was made by Councilor Behling and seconded by Councilor Greenway to approve the report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Community Park – none

Mexico Point Park – The roofing and landscaping are done.  Anderson asked if the roar to the beach was taken out.  Chepko-Sade said yes.  Anderson said it will be hard to get the beach sand to the beach with the road gone.  A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  

Planning Board  -Weber she spoke to the attorney about floating zones pertaining to solar farms.  The board has not received an application for the solar farm.  A discussion took place at the last meeting about alternates for the home owner.    If an application materializes a list of what to use the property for will be given to the home owners.  Also the farm that was previously owned by Castle’s has applied to for a gentleman’s farm.  The property is in both the town and village.  There is a application for the property on State Route 3 and the property on Route 104 has been subdivided.  The Comprehensive Plan is to the mapping stage.  The next meeting is on October 28th at the village hall.

Zoning Board Waterbury said the board has received two applications.   A motion was made by Councilor Behling and seconded Councilor Greenway to approve the Planning and Zoning Boards Reports.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  

Water Commissioner – A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the September report as presented. The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Supervisor A motion was made by Councilor Behling and seconded by Councilor Barber to approve the supervisor’s report as presented.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.  

Resolution 2020- 65 Payrolls

A motion was made by Councilor Behling and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.
Resolved the Mexico Town Board approves the September payroll.

Water Update – Yerdon said the substantial completion, budget adjustment and pay application have to be approved for WD #5.  RD is working on finalizing the funding for WD #6.

Resolution 2020-69 Adjust RD Budget for WD#5

Clock UpdateBarber said there are two quotes for the clock tower:
$10,236.00 for an electric clock.  Only the hands would be replaced.
$17,136.00 for an electric clock with chimes.  The hands would be replaced. 
A 66 foot lift and electrical is not included in either quote.

Resolution 2020-70 Clock Tower Repairs

Resolved the Mexico Town Board approves the quote for the electric clock with chimes at the cost of $17,136.00Church Specialties LLC.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick, Greenway and 0 nays.

Resolution 2020-71Primitive Cemetery

A motion was made by Supervisor Anderson and seconded by Councilor Greenway to accept the following resolution.  The motion was adopted by a vote of 5 ayes   Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the donation of $500 to the Primitive Cemetery.

Resolution 2020-72Court Audit

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution.  The motion was adopted by a vote of 5 ayes   Anderson, Behling, Barber, Greenway, Partrick and 0 nays.
Resolved the Mexico Town Board approves the court audit for 2019.

Resolution 2020- 73 Operation Reindeer

A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following proclamation.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Greenway and Partrick and 0 nays.
Whereas, Christmas is a time for our community to show a spirit of caring for all citizens, and
Whereas, Operation Reindeer has displayed this spirit of giving by distributing toys to needy children, and
Whereas, The spirit of giving by Operation Reindeer is an important part of our holiday season,
Now Therefore,  I, David Anderson, Supervisor of the Town of Mexico, do hereby declare that November and December shall be proclaimed as Operation Reindeer Months in the Town of Mexico and do hereby urge all our citizens to participate in this most worthwhile endeavor by making donations to this worthy cause.

Resolution 2019- 74 Schedule Public Hearing for Budget , Fire and Ambulance

A motion was made by Councilor Greenway and seconded by Councilor Behling to accept the following resolution. The motion was adopted by 5 ayes; Anderson, Greenway, Behling, Barber, Partrick and 0 Nays.
Resolved the Mexico Town Board scheduled a Public Hearing for November 5, 2020 at 7:00 pm for the Budget, 7:10 pm for the Fire Contract and 7:20 for the Ambulance Contract at McAuslan Hall, Main Street, Mexico, New York 13114.

The 3rd Quarterly Report is for the board’s review. 

Dishaw said she would have a website address for the Sexual Harassment training for the public hearing date.

Anderson said the town could receive a fine if rules are not enforced for the spread of COVID.

Resolution 2020-75 Audit of Claims 

A motion was made by Councilor Greenway and seconded by Councilor Behling to approve the following resolution.  The motion was adopted by a vote of 5 ayes Anderson, Behling, Barber, Partrick Greenway and 0 nays.
Resolved that the bills for Abstract 10 have been reviewed by the Town Board and are authorized for payment in the following amounts:
