Supervisor Anderson opened the regular Town Board meeting at 7:31 with the Pledge of Allegiance.
Resolution 2017-1 Approval of Minutes
A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
Resolved the Mexico Town Board approves the minutes from the December 16 & 27, 2016 town board meetings.

Reports:
Town Clerk – A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the town clerk report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Dog Control Officer– A motion was made by Councilor Partrick and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Zoning Officer / Building Inspector – A motion was made by Councilor Greenway and seconded by Councilor Barber to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Highway Superintendent – A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the monthly report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Community Park none
Mexico Point Park – Anderson said there was a request to change the caretaker’s agreement to a month by month agreement.
Supervisor –A motion was made by Councilor Barber and seconded by Councilor Greenway to approve the supervisor’s report as presented. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays.
Resolution 2017-2 Payroll
A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the December payroll.
Water Update –Anderson said a letter from the Department of Heath to approve the use of the water main. The “Ready to Connect” letters will be sent out this week.
Resolution 2017-3 Local Law # 1 of 2017 Regulating Meat Processing Plants
A motion was made by Supervisor Anderson and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays. Resolved the Mexico Town Board declares the local law a type 1 action, to notify appropriate agencies and do a long form SEQRA.
No action was taken on the request for a School Choice Proclamation.
The 4th Quarterly Report is for review only.
There will be a committee meeting on January 10th to finalize the survey for the town wide internet services. Partrick asked how the committee planned to get the information to the Mexico residences. Committee Chairman Marty Trey said through the news, business, flyers and road side signs.

A motion was made by Councilor Partrick and seconded by Councilor Greenway to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the following appointments:

Resolution 2017-5 Appoint Zoning Board of Appeals Member
A motion was made by Councilor Partrick and seconded by Supervisor Anderson to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays. Resolved the Mexico Town Board appoints Edwin Waterbury as board member of the ZBA.
A motion was made by Councilor Greenway and seconded by Councilor Barber to table the request for $2,500 by the McFee Ambulance until the February meeting. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays. Anderson commented that the ambulance corp. has made a turnaround under the new administration.
Resolution 2017-6 Caretaker’s Agreement
A motion was made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by 4 ayes; Anderson, Greenway, Barber, Partrick and 0 Nays. Resolved the Mexico Town Board approves the change to the caretaker’s agreement to a month-to-month agreement and to add a section relating to pets care and insurance.
Resolution 2017-7 2014 Truck BAN
A motion made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the payment for the 2014 truck BAN in the amount of $42,459 plus interest due on February 14th and to BAN for the balance.
Resolution 2017-8 2016 Truck BAN
A motion made by Councilor Greenway and seconded by Councilor Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays. Resolved the Mexico Town Board approves the payment for the 2016 truck BAN in the amount of $39,468 plus interest due on February 19th and to BAN for the balance.
Anderson informed the board members of the Association of Towns training in February in New York City.
Resolution 2017 9 Audit of Claims
A motion was made by Councilor Greenway and seconded by Council Partrick to accept the following resolution. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
Resolved that the bills for Abstract 1 have been reviewed by the Town Board and are authorized for payment in the following amounts:
- General A Fund voucher # 1 to 22 $ 53,778.35
- General B Fund voucher # 1 to 7 $ 6,504.57
- Highway Fund voucher # 1 to 10 $ 72,921.67
- Capital voucher # 1 to 2 $ 31,307.48
- Water voucher # 1 to 2 $ 66,047.50
- Special District ` voucher # 1 $ 504.04
A motion was made by Councilor Greenway and seconded by Councilor Barber to adjourn at 8:12. The motion was adopted by a vote of 4 ayes, Anderson, Greenway, Barber, Partrick and 0 nays
