Village of Mexico April 14, 2022 Board Minutes

REGULAR MEETING – 6:00 PM

Present: Mayor Grimshaw, Trustees: Emery, Hotchkiss, and Harter, Nancy Weber, Kristine Hueber, Nick Chapin, and Victoria Gailinas (arrived 6:25 pm)
Absent: Trustee Linerode

Mayor Grimshaw opened the Public Hearing at 6:00 pm on the proposed 2022-2023 Village Budget. Mayor Grimshaw gave a brief explanation of the budget. No public comment. The public hearing was closed on motion of Trustee Hotchkiss, seconded Trustee Harter, all aye at 6:03 pm. No public comment.

Mayor Grimshaw called the regular meeting to order at 6:03 pm.

The Minutes of the Regular Meeting of March 2, 2022 were approved on motion of Trustee Emery, seconded by Trustee Hotchkiss, all aye with change noted by Trustee Emery. The Village Election minutes from March 15, 2022 were approved on motion of Trustee Hotchkiss, seconded Trustee Harter, all aye.

The following claims were approved for payment on motion of Trustee Emery seconded by Trustee Hotchkiss, all aye:

The proposed 2022-2023 Village Budget was approved on motion of Trustee Hotchkiss, seconded Trustee Harter, all aye.

The village board tabled the New Website proposal presented by Victioria Gailinas until the May 4, 2022 Village Board meeting.

On motion of Trustee Harter, seconded Trustee Hotchkiss the following resolution was approved, all aye:

RESOLUTION

This resolution is to allow the Town of Mexico to withhold a sum of $8,000.00 from the fee paid to the Village of Mexico for maintenance of town water lines which include fire hydrant flushing and valve exercising for 2022.

In place of paying the Village of Mexico for this service a Town of Mexico water commissioner appointed by the Town Board would perform this maintenance.

This agreement covers town water districts 1, 2, 3, and 5.

On motion of Trustee Emery, seconded Trustee Harter, all aye the following resolution was approved, all aye:

RESOLUTION TO INCREASE SEWER RATES

WHEREAS, the Village Board of Trustees for the Village of Mexico is considering an increase in sewer rates; and

            WHEREAS, to establish new sewer rates as follows: 

  1. The quarterly sewer rate for water users inside the Village of Mexico shall be increased from $131.50 per unit to $140.00 per unit effective June 1, 2022.
  • The quarterly sewer rates for the outside users tied into the Village of Mexico’s system shall be increased from $182.00 per unit to $193.00 per unit effective June 1, 2022.

NOW, THEREFORE, on motion made by EMERY, and seconded by HARTER, BE IT RESOLVED AS FOLLOWS:

William Hamacher gave the board copies of Rental Permits for their review to be implemented in the Village of Mexico.  He is suggesting a $50.00 fee per unit for 3 years. 

On motion of Trustee Hotchkiss, seconded Trustee Harter, all aye, the following funds were transferred:

GENERAL FUND

From: 5410.4 sidewalks                                  $9,900.00

           1990.4 contingency                              $1,000.00

To:      5112.4 chips                                        $9,900.00

           8810.2 cemetery equip.                        $1,000.00

SEWER FUND

From: 1990.4 contingency                              $5,000.00

           8130.2 Treatment & disposal equip.    $18,700.00

To:     8110.4 Sewer Administration              $1,700.00

           9710.7 Debt Interest                            $22,000.00

Trustee James Hotchkiss, Nancy Weber, Kristine Hueber and Nick Chapin presented the village board with there suggestion in how to update the zoning law in regards to farm animals in the village limits. Mayor Grimshaw thanked them for all their hard work and said he would give the suggestion to the village attorney and code enforcement officer for their review.

The meeting adjourned at 7:46 pm on motion of Trustee Emery, seconded Trustee Hotchkiss, all aye.
