Deputy Mayor Hotchkiss opened the Public Hearing at 6:00 pm on proposed 2017-2018 Village Budget. After a brief explanation on the budget the hearing was closed on motion of Trustee Harter, all aye, at 6:04 pm, no public comment.
Deputy Mayor Hotchkiss called the Public Hearing on Local Law #2 of 2017 entitled “To impose a service charge for trash and recyclable pickup from any tax exempt property, owner of which chooses to avail itself of such service by the village and to impose such charge on any tax parcel wherein the principal residence or structure is outside the village limits but a portion of the tax parcel is within the village” to order at 6:04 pm. After a brief discussion the public hearing was closed at 6:06 pm on motion of Trustee Harter, all aye, no public comment.
Deputy Mayor Hotchkiss called the Regular meeting to order at 6:06 pm.
The Minutes of the Regular Meeting of March 1, 2017 were approved on motion of Trustee Emery, all aye. The Village Election minutes from March 21, 2017 were approved on motion of Trustee Harter, all aye.

Reports were given by Deputy Mayor Hotchkiss on behalf of Arthur Babcock Zoning/Code Enforcement Officer, John Power/Village Administrator, and Greg Britton /Water & WWTP Superintendent.
The proposed 2017-2018 Village Budget was approved on motion of Trustee Emery, all aye.
Local Law #2 of 2017 was passed on motion of Trustee Harter, all aye.
On motion of Trustee Harter, all aye, the Public Hearing for proposed Local Law #3 of 2017-to increase Water and Sewer rates will be held on May 3, 2017 at 6:00 pm at the Village Hall, 3236 Main Street, Mexico N.Y.
On motion of Trustee Harter, all aye, the Public Hearing for proposed Local Law #4 of 2017 to modify the Zoning Law to pertain to Unified Solar permits will be held immediately following public hearing on proposed Local Law #3 of 2017.

On motion of Trustee Emery, all aye, the board set a $50.00 fee for Solar Permit Applications to take effect after the Zoning Law has been updated.
On motion of Trustee Harter, all aye, the Village Board resolved to award the contract for the Village of Mexico WWTP Improvement Project for Phase 2 to Barber Corporation with a bid amount of $631,153.00 for the General Contract.
On motion of Trustee Emery, all aye, the Village Board resolved to award the contract for the Village of Mexico WWTP Improvement Project for Phase 2 to Scriba Electric with a bid amount of $137,321.00 for the Electrical Contract.
On motion of Trustee Harter, all aye, the board passed the following work day reporting resolution for the New York State Retirement System:
Justin Herrington thanked John Power and the DPW crew for the wonderful job they did keeping the fire department clear of snow this winter.
The meeting adjourned at 6:56 pm on motion of Trustee Harter, all aye.
