APRIL 3, 2019 REGULAR MEETING – 6:00 PM
Present:
Mayor Grimshaw, Trustees: Harter, Emery, Hotchkiss and Linerode, John Power, Hope Lenhart, Bonnie LoForte, Regina Beavis, Nancy Weber, Steve Salatti, Ned Waterbury and Attorney Mowry
Mayor Grimshaw opened the Public Hearing at 6:00 pm on the proposed 2019-2020 Village Budget. Mayor Grimshaw stated that we would purchase a new snowplow with the down payment of $25,000 to come from capital reserve in this budget year. He then gave an explanation on the remaining budget. No public comment. The public hearing was closed on motion of Trustee Linerode, seconded Trustee Harter, all aye, at 6:05 pm.
Mayor Grimshaw opened the Public Hearing on proposed Local Law #2 of 2019 entitled “Establishing new water rates and new quarterly line charges” at 6:05 pm. Mayor Grimshaw gave an explanation as to why the rates needed to be increased. Nancy Weber asked if the water is compromised when the village encounters a water leak. Hope Lenhart asked if the increase would cover the valves, hydrants and water tower that all need replacing. Mayor Grimshaw stated that our goal is working towards having the funds for all the repairs, at this point in time we do not know if we will be getting a low interest loan or a grant to help with the expenses. On motion of Trustee Linerode, seconded Trustee Hotchkiss, all aye, the public hearing was closed at 6:40 pm.
Mayor Grimshaw opened the Public Hearing on proposed Local Law #3 of 2019 entitled “Fixing new sewer rates for properties served by and connected by the Village of Mexico sanitary sewer system” at 6:40 pm. Mayor Grimshaw gave an explanation as to why the rates need to be increased. Hope Lenhart asked what shape the sewer mains are in. John Power stated the mains are in good shape the problem is sump pumps going into the sewer system and manholes that leak. On motion of Trustee Hotchkiss, seconded Trustee Linerode, all aye, the public hearing was closed at 6:50 pm.
Mayor Grimshaw called the Regular meeting to order at 6:50 pm.
The Minutes of the Regular Meeting of March 6, 2019 and the Village Election Minutes from March 19, 2019 were approved on motion of Trustee Emery, seconded Trustee Harter, all aye.

Trustee Hotchkiss thanked John Power and DPW crew for a great job this winter season.
Trustee Linerode informed the board about a summer recreation program that she is in the process of organizing with the school district and Cara D’emanuele.
The proposed 2019-2020 Village Budget was approved on motion of Trustee Emery, seconded Trustee Linerode, all aye.
On Motion of Trustee Hotchkiss, seconded Trustee Linerode, all aye, the board approved Local Law #2 of 2019.
On Motion of Trustee Emery, seconded Trustee Hotchkiss, all aye, the board approved Local Law #3 of 2019.

The following resolution was passed on motion of Trustee Hotchkiss, seconded Trustee Harter, all aye:
RESOLUTION
This resolution is to allow the Town of Mexico to withhold a sum of $10,500.00 from the fee paid to the Village of Mexico for maintenance of town water lines which include fire hydrant flushing and valve exercising for 2019.
In place of paying the Village of Mexico for this service a Town of Mexico water commissioner appointed by the Town Board would perform this maintenance.
This agreement covers town water districts 1, 2 and 3.
On motion of Trustee Hotchkiss, seconded Trustee Harter, all aye, the regular June 5, 2019 board meeting will be moved to Thursday, June 6, 2019.
Nancy Weber encouraged anyone that could attend the meeting April 4, 2019 on NYS REDC in Oswego, NY at the Lake Ontario Conference Center from 10:00 am until 12:00 pm to please do so.
