REGULAR MEETING – 6:00 PM
Mayor Grimshaw, Trustees: Harter, Linerode and Emery, John Power, William Hamacher, Caroline Hendrick, KC Mench and Ryan Ford (both arrived at 6:04 pm), Attorney Mowry (arrived 6:05 pm), and Amanda Magro (arrived 6:16 pm)
Absent: Trustee Hotchkiss
Mayor Grimshaw called the meeting to order at 6:00 pm.
The Minutes of the Regular Meeting of December 2, 2020 were approved on motion of Trustee Harter, seconded by Trustee Linerode, all aye, Trustee Emery abstain. The following claims were approved for payment on motion of Trustee Emery seconded by Trustee Harter, all aye:

Reports were given by William Hamacher/Zoning and Code Enforcement Officer and John Power/Village Administrator.
The Village Board resolved to hold the Village Election on March 16, 2021, 12:00 pm until 9:00 pm, at the Village Hall, 3236 Main Street, Mexico New York 13114 on motion of Trustee Linerode, seconded Trustee Harter, all aye.
The following were appointed Inspectors of Election on motion of Trustee Harter, seconded Trustee Linerode, all aye: Lois Beyer and Nancy Marks
On motion of Trustee Emery, seconded Trustee Harter, all aye, the Public Hearing on Local Law #1 of 2021 “To override the tax levy limit established in General Municipal Law Section 3-C” will be held on Wednesday, February 3, 2021 at 6:00 pm in the Village Hall, 3236 Main Street, Mexico New York 13114
On motion of Trustee Linerode, seconded Trustee Harter, all aye, the board agreed to extend the Butler trash contract for an additional year at no extra cost.
On motion of Trustee Harter, seconded Trustee Linerode, all aye, the following funds were transferred:
From: 1990.4 Contingency $500.00
To: 4020.4 Registrar $300.00
1910.4 Insurance $200.00
On motion of Trustee Emery, seconded Trustee Linerode, all aye, the board appropriated unappropriated funds for money received for the repair of the water main crossing the Little Salmon River.
To:966 sub-account 8340.4 (power and pumping) $160,000
The following resolution was passed:
Resolution to clear Tax Sale Certificates
NOW, THEREFORE, on motion of Trustee Linerode, seconded Trustee Emery, all aye,
BE IT RESOLVED as follows:
The Village of Mexico Board of Trustees authorizes the Village Clerk to accept payment from current property owners for the total of the amounts listed on the Tax Sale Certificates for the following properties issued by the Village of Mexico and clear Tax Sale Certificates,
- Tax Map #134.09-04-05 $1,467.82
- Tax Map #134.11-05-07 $1,849.59
- Tax Map #134.06-04-09.2 $1,640.54
Payment must be received in full by February 28, 2021.
MOTION UNANIMOUSLY ADOPTED by all members present.
Caroline Hendricks addressed the Village Board on a previous concern in regards to vulgar language on a flag that was being flown in the Village of Mexico. Caroline proceeded to use vulgar language that could be used and is being used on an additional flag in the village. Mayor Grimshaw stated that we were aware of the situation and we have done our research and there is nothing that we can do because people have the Freedom of Speech granted in the first amendment. Caroline also stated she lives on main street across from the high school and has a prime location to open Pandora’s box.
Ryan Ford addressed the Village Board that he was the person with the “F” word on the flag in front of his dwelling. He has taken the flag down momentarily and will be covering up a few of the letters and will be hanging the flag back up. He stated it is his first amendment right to fly this flag.
