Mayor Grimshaw called the meeting to order at 6:00 pm.
The Minutes of the Regular Meeting of September 2, 2020 and the Election minutes of September 15, 2020 were approved on motion of Trustee Emery, seconded by Trustee Linerode, all aye.
The following claims were approved for payment on motion of Trustee Hotchkiss seconded by Trustee Harter, all aye:

Reports were given by William Hamacher/Zoning and Code Enforcement Officer and John Power/Village Administrator.
Mayor Grimshaw addressed the issues and complaints throughout the village in regards to trash. He stated that the village had a meeting with Todd Butler from Butler Disposal and they are working on some ideas to resolve the issues and to address the different problems we are having. Amanda Magro stated that there is a lot of trash that is put out and not in trash cans as the law states. This is especially a problem in the business district where trash is visible to the public until the afternoon.
On motion of Trustee Hotchkiss, seconded Trustee Linerode, all aye, the following resolution was passed:
TO AUTHORIZE THE ACCEPTANCE AND ADOPTION OF THE
MULTI-JURISDICTIONAL ALL-HAZARD MITIGATION PLAN UPDATE FOR
OSWEGO COUNTY, NEW YORK
WHEREAS, the Oswego County Emergency Management Office, with the assistance from Barton & Loguidice, D.P.C., has gathered information and prepared the Multi-Jurisdictional All Hazard Mitigation Plan Update for Oswego County, New York; and
WHEREAS, the Multi-Jurisdictional All-Hazard Mitigation Plan Update for Oswego County, New York has been prepared in accordance with the Disaster Mitigation Act of 20()() and Title 44 Code of Federal Regulations (CFR), Part 201; and
WHEREAS, Title 44 CFR, Chapter 1, Part requires each local government participating in the preparation of a Multi-Jurisdictional Mitigation Plan or Plan Update to accept and adopt such plan; and
WHEREAS, the Village of Mexico, has reviewed the 2019 Hazard Mitigation Plan Update, has found the document to be acceptable, and as a local unit of government, has afforded its citizens an opportunity to comment and provide input regarding the Plan Update and the actions included in the Plan;
WHEREAS, the Village of Mexico, will consider the Oswego County HMP Update during the implementation and updating of local planning mechanisms, and will incorporate the hazard assessment data, hazard vulnerabilities, and mitigation actions in these mechanisms, where applicable;
NOW THEREFORE, BE IT RESOLVED, that the Village of Mexico, as a participating jurisdiction, adopts the Multi-Jurisdictional All-Hazard Mitigation Plan Update for Oswego County, New York, dated October 7, 2019.
This resolution was thereupon declared duly adopted on October 7, 2020.

On motion of Trustee Emery, seconded Trustee Harter, all aye, the board approved the following quote from JCH Seamless Gutters Inc:
Furnish & install (2) 74 foot and (2) 5-foot, 5-inch K-style .032-gauge White seamless aluminum gutters onto eves of building.
Furnish & install custom bent white aluminum wedges onto back side of main gutter systems, this will ensure each gutter sits proper onto fascia. Each gutter system will be mounted onto fascia using hidden gutter brackets spaced every 16 inches span, each bracket will be mounted with 2-inch screws that is accompanied with rubber grommet. Back side of each gutter system will be under roof drip edge to prevent water from dripping behind gutter system.
Furnish & install 80 linear feet of 3×4 Light bronze aluminum downspouts. Two downspouts per 74-foot run, one downspout per 5-foot run. Each downspout will return back into building and be mounted onto vinyl siding and concrete block. We will provide downspout extensions to carry water further away from the foundation.
Material and labor: $2,391.00
On motion of Trustee Linerode, seconded Trustee Hotchkiss, all aye, the following funds were transferred:

Amanda Magro asked the Village Board to read the Town of Mexico’s comprehensive plan and to make notes by the 28th of October. This plan is being updated and needs the village’s information and visions to be included.
